SUMMARY OF JOB

The Community Systems Coordinator provides direct supervision, daily
coordination, and field direction for Community Systems Water and Wastewater
Operators responsible for the operation of community water and wastewater
treatment facilities, wells, pump stations, storage facilities, lift stations, and
associated infrastructure. The position assigns and directs daily work activities,
coordinates schedules and operational priorities, provides technical assistance,
monitors work performance and completion, and follows up on operational,
maintenance, and facility-related issues. Graduation from high school/GED
equivalent supplemented by course work in environmental
studies/chemistry/sewage/water treatment/other related areas and three (3) or
more years of related experience. Previous experience in supervisory role
preferred. Class III Water and Class II Wastewater license from the Virginia
Department of Professional and Occupational Regulation for Waterworks and
Wastewater Works.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following. Other duties may be assigned or scheduled.

* Provides direct supervision and daily direction to Community Systems Water and
Wastewater Operators.

* Assigns and directs daily work activities based on operational needs, staffing,
system conditions, work priorities, and established schedules.

* Coordinates daily and weekly operator schedules and adjusts assignments as
necessary to address changing operational conditions, emergencies, staffing
needs, and priority work.

* Monitors completion of assigned work and follows up with employees regarding
outstanding assignments, operational issues, maintenance needs, and required
documentation.

* Provides clear direction, expectations, and guidance to employees regarding
daily work activities, established procedures, safety requirements, and
operational priorities.

* Addresses routine personnel and work-performance issues and communicates
significant or recurring concerns to the Community Systems Superintendent.

* Assists the Superintendent with employee training, development, onboarding,
and identification of operational training needs.

* Promotes teamwork, accountability, safety, and adherence to Authority policies
and established operating procedures.

* Coordinates daily field operations for Community Systems water and wastewater
treatment facilities, wells, pump stations, storage facilities, lift stations, and
associated infrastructure.

* Provides technical assistance and operational guidance to Water and Wastewater
Operators in the performance of their assigned duties.

* Conducts field inspections to evaluate facility conditions, operational practices,
work quality, safety, housekeeping, and completion of assigned work.

* Reviews operational logs, inspection records, work orders, sampling records,
and other documentation to verify that required activities have been completed
accurately and timely.

* Coordinates routine preventive maintenance, inspections, sampling, flushing,
equipment checks, and other field activities.

* Coordinates field response to water and wastewater emergencies, including
equipment failures, treatment process problems, water main breaks, lift station
failures, high wet well conditions, water quality concerns, and other operational
incidents.

* Provides field direction to employees during emergency response activities and
ensures appropriate notification and escalation to the Community Systems
Superintendent.

* Assists with documenting significant operational incidents and identifying follow-
up actions.

* Coordinates maintenance and repair activities and follows up to ensure identified
deficiencies are addressed.

* Reviews and prioritizes routine CMMS work orders based on operational needs
and communicates maintenance priorities to appropriate personnel.

* Monitors outstanding work orders and follows up with operators, maintenance
personnel, contractors, and other staff as appropriate.

* Identifies recurring equipment and facility problems and communicates
recommendations for corrective action to the Community Systems
Superintendent.

* Ensures employees complete required operational checks, inspections, sampling,
maintenance activities, and documentation in accordance with established
procedures and regulatory requirements.

* Reviews operational and maintenance records for completeness and accuracy
and follows up on deficiencies.

* Assists with regulatory inspections, sanitary surveys, compliance activities, and
other operational reviews as assigned.

* Provides the Superintendent with recommendations regarding operational
priorities, staffing needs, equipment deficiencies, training requirements, and
process improvements.

* Provides on-the-job instruction, mentoring, and technical assistance to
Community Systems Operators.

* Participates in development and implementation of Standard Operating
Procedures, work practices, emergency procedures, and training programs as
assigned.

* Subject to twenty-four (24) hour call and works varied shifts as assigned

SUPERVISORY RESPONSIBILITIES

Supervises assigned employees in accordance with the organization's policies and
applicable laws. Responsibilities include interviewing, hiring, and training
employees; planning, assigning, and directing work; appraising performance;
rewarding and disciplining employees; addressing complaints and resolving
problems.

* Must be familiar with purchasing procedure, plant inventories, monthly reports,
permit requirements and procedures, plant manuals and risk management
plans.

* Ability to prepare technical reports.

* Ability to think strategically.

* Thorough knowledge of the principles and practices involving the treatment of
surface water for a potable water supply.

* Ability to pass a respirator fit test.

EDUCATION and/or EXPERIENCE

Graduation high school or GED equivalent supplemented by course work in
environmental studies, chemistry, water treatment, sewage treatment or other
related areas, plus three (3) or more years of related experience and/or training in
water/wastewater plant operations, distribution/collection systems, with some
supervisory experience or equivalent combination of education and experience.

CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS
* Must possess a valid Virginia driver's license or have the ability to obtain one
within 60 days of employment date. No more than six (6) demerit points on
driving record if required to drive Water Authority vehicles.

* Possession of a Class III water and Class II wastewater license from the Virginia
Department of Professional and Occupational Regulations for Waterworks and
Wastewater Works. Applicants must possess at a minimum a Class III
Wastewater License and will have 18 months to obtain a Class II Wastewater
License. After obtaining the Class II Wastewater License, the applicant will have
12 months to obtain the Class IV Water License.

requirements must be met by an employee to successfully perform the essential
functions of this job:

* While performing the duties of this job, the employee is regularly required to
walk, stand, and sit; use hands to finger, handle or feel; reach with hands and
arms; talk and hear.

* While performing the duties of this job, the employee is occasionally required to
stoop, kneel, crouch, bend, climb, balance, crawl or reach overhead.

* Specific vision abilities required by this job include ability to adjust focus. If
corrective lenses are noted on driver's license, the lenses must be worn when
operating Authority vehicles.

* Repetitive movement using equipment is involved.

* Employee must be able to stand for an extended amount of time at the jobsite.

* Employee must be able to walk several miles during the day.

* Employee must be physically able to regularly reach overhead.

* Employee must regularly lift, carry and/or move up to 50 pounds and
occasionally 100 pounds. Assistance is required on weight amounts above those
listed. Failure to do so could result in injury and denied Worker's Compensation
benefits.

manholes, water vaults, wastewater pits, and/or protected trenches.
