Overview

The Manager, Insurance Risk, Fleet & Occupational Health & Safety serves as the primary owner of the company's insurance, fleet, occupational health, and safety programs. Key responsibilities include insurance administration, claims management, certificates of insurance, surety bonds, broker and carrier relationships, insurance-related contract support, fleet management, vehicle compliance, and driver safety program oversight.

The role also manages Workers' Compensation, occupational injury case management, in partnership with operational leadership. The position develops and implements health and safety programs that promote a Zero Incident Culture, ensure regulatory compliance, protect employees, and support operational excellence.

This position works closely with Legal, Finance, Human Resources, Procurement, Operations, Fleet, and external brokers and vendors to ensure risk, insurance, fleet, and safety processes are clearly owned, effective, sustainable, and auditable.

Travel: The H&S and Fleet role involves travel responsibilities, as they need to visit Lightpath facilities and employees across a considerable geographic area. This is a dynamic role with broad responsibilities requiring daily engagement with employees, indicating a need for flexibility and adaptability in managing work schedules. With approximately 10% of the time dedicated to travel, it is essential for the Insurance Risk Manager to effectively balance on-site inspections, meetings, and other duties while ensuring the consistent implementation of all Insurance related programs across all locations.

Responsibilities:

Health & Safety

* Develop strategic partnerships with people leaders to ensure Lightpath's health and safety culture is embedded as part of their collective day-to-day responsibility.

* Facilitate quarterly, monthly, and as needed stakeholder meetings to review incident trends, compliance outliers, and any new policies and procedural developments.

* Identify potential workplace hazards and partner with appropriate stakeholders to conduct risk assessments and implement mitigation measures.

* Assist in day-to-day H&S issues that arise within assigned areas, work with local management to develop action plans for remediation & resolution.

* Assist in the identification of all city/town and state Health & Safety requirements that are specific to their assigned areas.

* Review and keep up to date with relevant health, safety, and environmental codes.

* Collaborate with program team to analyze incident reports, metrics and injury case studies to institute changes that lead to a safer environment.

* Partner with Safety Training Specialist on accident/incident Investigations, perform root cause analysis and assign corrective and preventive actions.

Fleet Management

* Responsible for managing the efficient operation of the Lightpath's vehicle fleet and for ensuring the vehicle needs of the user departments are met.

* Responsibilities include the development, implementation, and management of a vehicle/equipment preventive maintenance program; overseeing and approving new vehicle specifications; decommission of vehicles; acquisition of new vehicles; overseeing DOT compliance/reporting as related to the fleet; managing Fleet operating budget.

* Responsible for overseeing and monitoring the procurement process for new vehicles, rentals, leases, and fuel.

* Provide close coordination and communication with the user Department supervision, field representatives, Procurement personnel, and equipment vendors to ensure the best interests of all are agreed upon.

* Interface and manage Enterprise, Fleet manager to: Administer Motor Vehicle titles and Registration: Liaison with the various Departments of Motor Vehicles across the company footprint to ensure compliance with registration, laws, and directives.

* Set-up and then oversee the administration of the Vehicle Telematics Program and ensure accurate reports are provided to applicable areas.

Insurance-Related

* Own the future-state operating model for insurance-related business-as-usual activities, including certificates of insurance, bonds, claims, workers' compensation coordination, broker escalation, and insurance documentation governance.

* Serve as the primary internal point of contact for broker and carrier coordination, including Aon/Epic or other broker relationships.

* Establish intake, routing, tracking, and escalation procedures for COI, bond, permitting, contractual insurance, and claims-related requests.

* Partner with Legal on insurance and indemnification language review, with Legal owning contract/legal interpretation and Risk Management owning insurance coverage alignment.

* Coordinate with HR on contractor vehicle insurance, driver eligibility, MVR monitoring, fleet-related insurance requirements, and incident escalation.

* Coordinate workers' compensation, general liability, auto liability, property damage, and third-party claims processes with carriers, brokers, and internal stakeholders.

* Maintain auditable insurance records, including certificates, bonds, policies, claims documentation, broker correspondence, renewal submissions, and supporting data.

* Identify areas for cost savings on in all areas related to fleet, safety and insurance.

Qualifications:

* Ability to travel (at least 10% of the time, must have valid driver's license)

* Bachelor's degree preferred or equivalent work experience.

* Professional certifications (CSP, CSM, ASP) preferred

* 5+ years of experience in risk management, commercial insurance, insurance operations, claims, broker management, or corporate insurance administration with previous work experience in Health & Safety and Fleet Management.

* Working knowledge of commercial property/casualty insurance, general liability, auto liability, workers' compensation, umbrella/excess, surety bonds, and certificates of insurance.

* Experience working with brokers, carriers, legal teams, finance teams, operations, and safety/fleet stakeholders.

* Strong understanding of insurance provisions in vendor, customer, construction, real estate, or permitting agreements.

* General OSHA and EPA knowledge preferred, OSHA certifications a plus.

* Ability to interpret and present data analysis for operational insights.

* Excellent written, organizational, and analytical skills.

* Proficient in Microsoft office suite, Google workspace.

* Experience in software programming a plus.

* Excellent developmental and motivational techniques.

* Ability to manage teams in complex environments.

This position is identified as being performed in/or reporting to company operations in New York State. The pay range at the time of posting in the specified locations is $130,000 - $150,000/year. Pay ranges are supplied in compliance with New York State law. Pay is competitive and based on a number of job-related factors, including skills and experience.
