Job Title: Systems Analyst 3

Location(s): Austin, TX

Position Summary
This is a senior-level ERP functional and technical consulting role supporting a statewide Human Resources and Payroll enterprise platform built on PeopleSoft HCM 9.2. The consultant serves as a subject matter expert for Time and Labor (T&L), Fluid Timesheets, security, integrations, production support, fiscal year-end processing, compliance, and agency support across a large multi-tenant government ERP environment.

Key Responsibilities

  • Provide senior-level functional and consultative support for PeopleSoft HCM Time & Labor operations.
  • Configure and maintain:
    • Time Reporting Codes (TRCs)
    • Workgroups
    • Programs
    • ORCs
    • Task Profiles
    • Task GroupsSchedules
    • Value Lists
    • Security Groups
    • Time & Labor Rules and Rule Programs
  • Support Fluid Timesheet implementation, configuration, testing, training, security, integrations, and ongoing maintenance.
  • Perform functional design activities including requirements gathering, Functional Design Documents (FDDs), system configuration, testing, and deployment.
  • Troubleshoot and support Time & Labor batch processing and job failures.
  • Provide Level 2 production support and incident management.
  • Coordinate with managed services vendors responsible for Tier 3 support.
  • Support fiscal year-end and year-end payroll processing activities.
  • Participate in disaster recovery testing, upgrades, audits, and major incident management.
  • Ensure compliance with accessibility standards (WCAG 2.1), security standards, and ITIL practices.
  • Deliver user training, cross-training, executive presentations, and agency support.
  • Support integrations and reporting activities across ERP and legacy systems.

Required Experience

  • 8+ years supporting PeopleSoft HCM Time & Labor.
  • 8+ years performing PeopleSoft configuration and production support.
  • 8+ years with PeopleSoft technical tools (App Designer, Integration Broker, SQL, SQR, BI Publisher).
  • 8+ years supporting enterprise batch processing environments.
  • 8+ years participating in fiscal year-end processing activities.
  • 8+ years working with security, audit, compliance, and multi-tenant ERP environments.
  • 5+ years as a subject matter expert for Fluid Timesheets.
  • 5+ years working with PUM, Fluid UI, and Elasticsearch.
  • Experience with executive presentations, audits, open records requests, and vendor management.
  • Experience participating in disaster recovery exercises.

Preferred Experience

  • 10+ years supporting large statewide ERP programs.
  • Extensive experience supporting multiple government agencies.
  • Experience with state government HR and payroll policies.
  • Experience providing Tier 2 support while coordinating with Tier 3 managed service providers.
  • Experience supporting legacy statewide financial systems.
  • Experience performing SQL synchronization activities between ERP and legacy applications.

Ideal Candidate Profile
The strongest candidates will be senior PeopleSoft HCM consultants with deep expertise in Time & Labor, Fluid functionality, ERP production support, security, integrations, and statewide government operations. Experience supporting large multi-agency public sector environments, fiscal year-end processing, and enterprise HR/payroll systems is highly desirable.
