POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq, LLC a wholly owned subsidiary of Afognak Native Corporation is seeking a Sr. Director of Contracts.This position is available at our corporate offices in either Anchorage, Alaska or Huntsville, Alabama, with a remote work option also available.The Sr. Director of Contracts serves as the primary point of contact throughout the life of the U.S. Federal Government (USG) contract. Responsibilities include contract administration, conflict of interest oversight, and advising the business on operational compliance.


In This Role You Will


Collaborate with cross-functional teams on contractual and regulatory requirements during the full contract lifecycle-from proposals, quotes, negotiations, awards, and modifications to administration and closeout. This will be a working Director role in which you will be responsible for contract management of individual contracts assigned to you but also oversight of the contracts team and functions.



  • Provide contract and regulatory review, for compliance or risk impact assessments, for FAR, DFARS, GSAR, agency specific regulations, and Executive Orders for all solicitations, awards and modifications.
  • Partner with cross functional teams to shape proposal and negotiation strategies; and coordinate, evaluate, and finalize responses to all solicitations prior to submission.
  • Stay current on trends and developments related to USG contracts and provide risk impact assessments to new and upcoming US Government regulations and Executive Orders.
  • Serve as the interface between USG Contracting Officers and the Alutiiq team and collaborate with business stakeholders to resolve contractual issues and disputes .
  • Partner with corporate IT security team to ensure Alutiiq meets cybersecurity compliance requirements .
  • Develop and present USG contracts compliance training for business and operational teams.
  • Manage SAM registration and updates, Federal Supply Schedule (FSS) contract management and updates.
  • Drive continuous improvement and sustainment of contract policies, processes, and standard work.
  • Business Operations: Manages and provides leadership of the contracts function for contract negotiation, analysis, and administration; guidance and oversight of proposal preparation; and customer engagement related to contract acquisition and fulfillment to achieve company annual operating plan.
  • Advising and assisting the negotiation of subcontracts, teaming, and non-disclosure agreements.
  • Ensures that contracts achieve optimal operational and financial performance by adhering to contract policies, procedures, methods, operating practices, and working in partnership with the business leaders to drive performance standards for contractual programs to culminate in excellent CPARs and achievement of financial goals. Facilitates effective implementation of contract responsibilities within program objectives and requirements.
  • Actively engage with U.S. Government Contracting personnel to resolve invoicing disputes, manage contract funding and contribute to timely receipt of invoice payments.
  • Advisement and Compliance: Reviews and resolves all issues affecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives by working closely with the Subsidiary President, Chief Operations Officer, Chief Legal Officer, and other senior executives.
  • Provides strategic guidance to completion on more complex bids such as intellectual property components, contracts requiring overseas support, etc.
  • Advises subsidiary management of contractual rights and obligations, identifying risk areas and mitigation strategies, and provides interpretation of terms and conditions.
  • Partners with subsidiary team in the development of negotiation strategies and leads negotiation team on contractual issues. Supports change management and process improvement initiatives, whenever needed.
  • Staff Management: Leads, mentors, trains, develops, and manages a team of geographically dispersed contract professionals.
  • Reviews and directs the activities of contract professionals including highly complex solicitations and assists the Contracts team members in the preparation of specialized and/or non-routine response for proposals, bids, and contract modifications.
  • Provides people leadership and mentorship of contracts personnel through team and individual performance appraisals and reviews, evaluations, and evidence-based examples of good performance.
  • Liaison: Focal point for communications with senior executives, legal, finance and business team for resolution of contract issues and disputes.
  • Advocate and foster data quality and precision within systems and tools.
  • Effectuate a strong working relationship with customers' contractual leaders.


Payrate:$175,000 to $220,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Required Qualifications:



  • Bachelor's degree in business management or similar concentration.
  • Minimum of ten (10) years' experience in government contracting as a contracts manager.
  • Minimum of five (5) years' experience in international government contracting is highly desired.


Preferred Qualifications or Skills:



  • Master's degree in business or similar concentration is highly desired.

The pay range information provided is a general guideline. The pay rate offered will be determined based on the candidate's experience and qualifications, as well as geographic locations, market data, and other business considerations, as permitted by law.
