Senior Preconstruction Manager - Water/Wastewater

In this role, you will be responsible for all preconstruction activities on large volume water projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies.

Job Responsibilities:

  • General Management:
    • Lead preconstruction efforts across multiple projects or large, complex pursuits.
    • When leading large complex projects, perform all core responsibilities of the Preconstruction Manager role but at a higher level.
    • Manage and Mentor Precon Managers and Preconstruction Specialists.
    • Support forecasting, staffing, and resource planning.
    • Manage performance reviews for direct and indirect reports and support career path planning.
    • Drive continuous improvement in preconstruction processes and tools.
    • Coordinate with preconstruction professionals from other project delivery groups to ensure consistency in systems, methods, processes, and standards. Receive and share best practices across groups.
  • Pre-Estimate:
    • Collaborate with design teams to influence cost, scope, and schedule outcomes.
    • Lead constructability reviews and value engineering processes.
    • Lead Target Value Design process.
    • Participate in or lead Estimate Plan meeting. Develops Estimate Plan with proposal leader and ensures proposal team is clear on strategy and expectations.
    • Responsible for team executing on that strategy.
    • Identifies resource needs and coordinates with discipline chiefs and Director of Precon as needed.
    • Leads team kick-off meeting and assigns action items.
  • Estimate Development:
    • Ensure consistency in estimating approach, tools, and deliverables.
    • When in the pricing lead role, leads a team of estimators assigned to a proposal.
    • Ensures the Pricing Lead has the necessary team, tools, information, and resources to accomplish the goals of the estimate plan.
    • Engages in specific RFIs if the Pricing Lead requires support.
    • Ability to identify risk issues and their order of magnitude.
    • Ability to create conceptual estimates.
    • Conducts final review of clarifications document.
    • Ensures estimate is compliant with RFP documents.
    • Conducts precon-only estimate reviews prior to ops reviews.
    • Participates in ops estimate review meetings.
    • Assesses Value Engineering options on a basis of cost, schedule, and constructability.
    • Provides recommendations on the best solution.
  • Subcontractor Management:
    • Builds and maintains key subcontractor relationships.
    • Ensures teams develop an overarching subcontractor outreach strategy that aligns with pursuit win strategy.
    • Ensures the subcontract market has a positive experience with Haskell during the preconstruction phase. Identifies and communicates opportunities for improvement if necessary.
    • Identifies subcontractors who have a competitive advantage and develops key relationships to employ those advantages. Ensures the selected subcontractor is a corporately responsible selection.
    • Ensures use of standard procurement procedures and forms.
  • Post Estimate:
    • Ensures that the budget submitted to accounting complies with corporate cost coding standards.
    • Responsible for compiling lessons learned for the precon phase, if applicable.
    • Participates in lessons learned meeting at project close. Understands budget underruns and overruns, and communicates those lessons learned to the precon department.
    • Ensures successful handoff from preconstruction to project team.
    • May assist with Project Management team with buyout.
    • May assist the Project Management team with change orders.
  • Database Maintenance:
    • Responsible for development and ensures maintenance of preferred subcontractor database.
    • Responsible for development and ensures maintenance of bid forms and bid packages database.
    • Responsible for development and ensures maintenance of cost history database.
    • Assists with the maintenance of the estimating database.
  • Digital / Technical Expectations:
    • Ensure standardization of tools, data, and estimating practices.
    • Drive adoption of model-based estimating and benchmarking systems.
  • Travel:
    • Meets with local subcontractors, attends bid walks, and attends conferences as necessary.
    • Visits active construction projects as appropriate.
    • Expected travel 10-25% of time as needed.

Education & Years of Experience:

  • Bachelor of Science Degree in accredited construction-related curriculum, such as Civil Engineering, Construction Management, or equivalent plus 10 years of experience; or 15 years of relevant experience in the construction industry

To thrive in this role, you'll need:

  • Water & Wastewater Construction experience
  • Experience in estimating, scheduling, budget/cost control, construction, external and internal client relationships, strong subcontractor and vendor relationships/knowledge, computer skills, interpersonal skills
  • Knowledge of database-style estimating software
  • Excellent computer skills and familiarity with Microsoft Office suite programs
  • Excellent written and verbal communication skills
  • Ability to understand owner/engineer requirements and work with conceptual information
  • Strong organizational and leadership skills
  • Demonstrated success in managing preconstruction pursuits
  • Ability to train others and monitor their work for quality and completeness
  • Demonstrated success in managing support staff
  • Knowledge of industry-standard bid practice
  • Ability to communicate effectively with internal clients, external clients, and subcontractors

Environmental Factors and/or Physical Requirements:

While performing the duties of this job, this position is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, and arm, hand and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard, operate equipment and read application/form information. The associate frequently is required to sit, reach with hands and arms, talk, and hear.
