The Procurement Manager is responsible for leading and managing the procurement team and diverse range of materials to support the manufacture of complex electronic and mechanical system elements. Establishes and maintains initiatives in the areas of continuous improvement, process development, employee development, corporate policy development, and flexible solutions to ensure a strong material supply base for the company.

Supervisory Responsibilities:
* Regularly review and communicate department performance in attaining goals, measuring performance, and delivering on established corporate metrics.
* Develop and maintain a skilled workforce through timely coaching and feedback, cross-training, and employee development.
* Maintain a sound organizational development plan by establishing policies to drive retention, attract top talent and ensure adequate development of future leaders through succession planning and training initiatives.
* Develop, implement and execute on strategic plans and financial goals across the operational landscape to meet deliverables and drive continuous improvement.

Position Responsibilities:
* Creating functional strategies and specific objectives for the sub-function of the Materials Department
* Implementing best-in-class business processes including cycle counting, materials planning, scheduling and supply chain management
* Designing, developing and implementing a roadmap for Materials and Supply Chain Management that aligns with the company strategy
* Leading supply chain activities to drive on-time delivery performance
* Performing Quarterly Business Reviews with critical suppliers
* Oversees the daily functions of proposal material costing, strategic supplier development, and supplier management.
* Interacts continuously with program management and planning stakeholders to ensure materials are sourced for timely production and delivery of customer product.
* Develops new supplier sources to competitively price new opportunities, while still meeting or exceeding quality requirements. Manages the active supplier base to leverage cost and delivery elements. Maintains a competitive, competent supply chain and ensures proper documentation.
* Achieves corporate metrics relating to procurement. Regularly reviews and communicates department performance in attaining goals and metrics. Takes corrective action as needed.
* Manages the overall performance of the buyers and develops individual employees through training and feedback. Facilitates cross-training of the team to maximize capacity and flexibility. Conducts formal performance evaluations.
* Perform other duties as assigned to drive the vision, fulfill the mission, and abide by the values of this organization.

Skills & Abilities:
* Demonstrated management capabilities and a participative, team management approach embracing organizational empowerment
* Strong numerical and analytic reasoning capability.
* Well-developed written and oral communications skills.
* Good interpersonal skills with the ability to get along with a diverse workforce and interface with all levels of the organization.
* Strong organizational and project management skills and ability to handle multiple priorities that can change quickly.
* Strong computer skills in Microsoft Office Suite, ERP systems, and databases.
* Ability to drive process improvement to effect lead time for the manufacturing floor.

Qualifications:
* BS/BA in Business, Supply Chain Management or equivalent relevant experience.
* 7+ years of experience in managing a purchasing team, preferably in a related industry.
* Experience in a Military and/or Aerospace environment preferred
* Ability to obtain and maintain a DoD Security Clearance
* Demonstrated ability to level load the team based on manufacturing needs and lead time.

Work Environment:
* Office Environment: Requires physical capability to work in an office environment including sit/stand up to 9 hours a day and use basic office tools such as a computer, copier/printer, etc. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
* Be available during core business hours (1st shift). Occasional off-shift hours may also be required to provide support to operations.
* 9/80 work schedule.
* Occasional travel may be required; Real ID or Passport required.
* Office located in Lititz, PA, with occasional visited to Lancaster facility.
