The Aviation Department, which operates Fort Lauderdale-Hollywood International Airport and North Perry Airport, is hiring a Senior Program/Project Coordinator in the Airport Security Division. This role supports 24/7 airport operations by planning security exercises, conducting assessments, and ensuring compliance with TSA regulations. Key responsibilities include serving as an alternate Airport Security Coordinator, maintaining security procedures under 49 C.F.R. *1542, developing SOPs, and coordinating with TSA and airport stakeholders. The position also oversees code enforcement training, manages Notice of Violation cases, and acts as a liaison with first responders during emergencies. Additional duties include supporting FAA Part 139 activities, assisting with Incident Command operations, and leading emergency response training programs

General Description

Administers large-scale programs and/or projects that have County-wide impact.

Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.

Additional Information

All candidates must complete an extensive ten (10) year work history verification and criminal background check, including fingerprinting and all other information as required by the Federal Aviation Administration. Ability to maintain authorization to drive a County vehicle. Ability to obtain and maintain a Security Identification Display Area(SIDA) Badge.

Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).


SCOPE OF WORK

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Assists the Director and agency leadership by conducting research, preparing memorandums, policies, procedures, reports, and related documents, and monitoring staff compliance with established policies and procedures. Conducts special research for projects or programs, analyzes data, and develops recommendations based on findings.

Identifies agency and business needs, including contractual, regulatory, confidentiality, liability, and compliance requirements. Communicates business risks to project managers and senior/executive leadership for review and approval, ensuring alignment with client agency needs and processes.

Coordinates with state and local partners on projects, programs, community outreach, and media relations; may assist with press releases and media responses. Manages internal and external communications and public outreach efforts, including coordination with other County, state, and local agencies.

Advises Department and Division leadership on operational and technical matters. Develops agency goals, objectives, policies, and operating procedures.

Prepares Commission agendas, including editing, posting, and planning. Aids in staff and contractor training and may manage the agency training program, including scheduling and delivery of training and outreach activities.

Plans, implements, and oversees compliance and monitoring programs, including audits, field reviews, investigations, and management studies. Directs and supervises staff activities.

Plans and facilitates emergency preparedness activities, including tabletop exercises, vulnerability assessments, inspections, and coordination of regulatory submissions. Serves as alternate Airport Security Coordinator, ensuring compliance with 49 C.F.R. *1542, developing SOPs, and coordinating with TSA and airport stakeholders.

Develops and delivers code enforcement training and oversees the Notice of Violation (NOV) hearing process, including case management and coordination with law enforcement.

Serves as primary liaison with first responders and emergency management during incidents. Supports FAA Part 139 activities, Incident Command System operations, and emergency response training programs.
