DESCRIPTION OF WORK

In this role, you will lead program management and project control functions for Environmental Programs across a statewide portfolio of capital construction projects, ensuring consistent application of policies, procedures, and directives aligned with industry standards and regulatory requirements. This role serves as the primary environmental interface for project management teams, procurement staff, and client agencies, overseeing key performance indicators and guiding continuous program improvement. You will have the opportunity to collaborate with stakeholders to develop contracts, scopes of work, and standardized processes, while advising project teams on environmental program requirements throughout the project lifecycle, including considerations related to cost, scope, risk, schedule, and quality. Work involves delivering training and technical guidance, evaluating consultant performance, and participating in Project Development Studies to integrate environmental considerations into planning and decision-making. Additional responsibilities include:
- Providing leadership on sustainability guidelines for capital projects
- Overseeing hazardous materials testing, assessment, and abatement
- Managing indoor air quality monitoring and environmental testing programs
- Coordinating historic preservation activities
- Serving as liaison with design professionals and the Pennsylvania State Historic Preservation Office
- Integrating historic preservation requirements into project planning, design, and construction

- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Six years of professional building design, construction administration, or construction management experience for renovations and new construction for commercial, institutional, or educational buildings, and a bachelor's degree in engineering, architecture, construction management, construction science, or a closely related field; or
- An equivalent combination of experience and training.
Special Requirements:
- This position requires possession of a valid license as a Professional Engineer, Registered Architect, Professional Land Surveyor, or Professional Geologist by the Commonwealth of Pennsylvania or a reciprocal jurisdiction; or possession of valid professional level certification issued by a nationally recognized and accredited professional certification program in Master Level of Certified Hazardous Materials Manager (CHMM) or Certified Industrial Hygienist (CIH).
- This position requires possession of an active Pennsylvania non-commercial Class C driver's license or equivalent.
Additional Requirements:
- You must have the ability to demonstrate professionalism, communicate effectively, as well as interact and work well with others in groups.
- You must have 6 years of experience managing environmental programs.
- You must have 4 years of experience developing or negotiating service contracts.
- You must have 4 years of experience coordinating environmental services with design and construction teams.
- You must have 4 years of experience performing design constructability reviews.
- You must have 4 years of experience facilitating meetings, resolving conflict, and promoting collaboration on a project team.
- You must have 4 years of experience leading business process improvement.
- You must have proficient experience with Microsoft Word and Excel to create and edit documents and reports.
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- Formal environmental science and sustainability or related training
- Experience developing or negotiating contracts for hazmat testing, air quality monitoring, historic preservation, or other services
- Possess in-depth understanding of IBC, ASHRAE, and other pertinent industry standards
- Possession of an LEED AP certification
- Proficient experience with Microsoft PowerPoint, Teams, and other Office programs
