THE POSITION

The Pennsylvania Governor's Office of General Counsel (OGC) is seeking a skilled and motivated administrative professional to support the Office of Chief Counsel (OCC) for the Department of Labor & Industry. As a key member of the OCC State Workers' Insurance Fund (SWIF) Division, you will help drive high-quality legal work, support efficient office operations, and supervise legal support staff. DESCRIPTION OF WORK

As a Legal Office Administrator 1, you will be supporting the operations of the OCC SWIF Division by overseeing clerical staff, ensuring compliance with legal requirements, Workers' Compensation Office of Adjudication rules and procedures and SWIF OCC Division rules and procedures, as well as maintaining productivity, accuracy, and performance standards. Work involves preparing and managing confidential correspondence, memoranda, and legal records; conducting research using the Workers' Compensation Automation and Integration System (WCAIS) and civil court dockets as well as the SWIF electronic systems for matters such as hearings, decisions, appeals, and various filing compliance requirements; and maintaining detailed tracking systems and spreadsheets for a variety of critical data including petitions, subrogation matters, and litigation activities. Working under the direction of the Legal Office Administrator 2 and SWIF Division attorneys, you will be responsible for researching, gathering documentation, and assisting in monitoring and protecting SWIF's subrogation interests by identifying potential third-party claims, initiating lien notices, and maintaining comprehensive case files along with documenting status updates in SWIF's claims management system. Additional responsibilities include:

  • Collaborating with client, contract counsel, attorneys, and insurance carriers
  • Verifying policy coverage
  • Managing resource account submissions
  • Ensuring timely follow-up on action items, settlement agreements, and litigation records

Work Schedule and Additional Information:

  • Full-time employment
  • Work schedule is optional, either 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch or 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Scranton. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of varied office management or staff work within a public or private legal office.

Additional Requirements:

  • You must have 2 or more years of experience using Microsoft Word.
  • You must have 2 or more years of experience using Microsoft Excel.
  • You must have 2 or more years of experience using Microsoft Outlook and Calendar.
  • You must have 2 or more years of experience using Adobe Pro.
  • You must have 2 or more years of experience with drafting correspondence, memoranda, and other legal documents.
  • You must have at least 1 year of experience performing legal research.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • 1 year of experience in workers compensation preferably including use of WCAIS
  • 1 year of supervisory experience
