Responsibilities

Peraton is seeking a highly skilled, mission-driven Director of Program Management to lead and oversee the delivery of application development, modernization, and operational support services for U.S. Customs and Border Protection (CBP) within the Office of Information and Technology (OIT).

This position is responsible for the full lifecycle management of the Traveler Processing and Vetting Software (TPVS) suite of applications-supporting mission-critical, 24x7 systems that enable the secure and efficient processing of millions of travelers entering the United States daily.

Key Responsibilities

    Lead and manage the TPVS program, ensuring alignment with CBP's mission to safeguard the nation while expediting legitimate travel.

  • Oversee end-to-end program execution, including planning, budgeting, scheduling, risk management, and performance reporting.

  • Direct Operations & Maintenance (O&M) activities for high-availability TPVS applications, ensuring optimal system performance, uptime, and security.

  • Drive modernization initiatives, including legacy system transformation and cloud migration (AWS or similar platforms).

  • Promote and implement DevSecOps and Agile methodologies across development and operational teams.

  • Collaborate with cross-functional teams, including software engineers, cybersecurity experts, cloud architects, and government stakeholders.

  • Support development, integration, and deployment of new applications and enhancements aligned with evolving mission and technical requirements.

  • Ensure compliance with DHS and federal IT standards, including security, privacy, and Software Development Lifecycle (SDLC) requirements.

  • Manage procurement, installation, maintenance, and monitoring of specialized hardware supporting TPVS systems.

  • Provide regular updates to senior government leadership on program status, milestones, risks, and mitigation strategies.

Qualifications

Required Qualifications
  • 16 years of experience, may have management experience, including program or project management within federal IT environments.

  • Demonstrated experience success managing large-scale, mission-critical, high-throughput systems.

  • Proven experience leading cloud adoption and modernization efforts (AWS or comparable platforms).

  • Familiarity with DevSecOps or Agile software development practices.

  • Strong knowledge and understanding of IT operations, infrastructure, application lifecycle management, and cybersecurity principles.

  • Familiarity with DevSecOps or Agile software development practices.
  • Proven experience managing federal contracts and program budgets over $100 million, including financial reporting, risk management, and compliance with federal acquisition regulations.

Certification Requirements:

  • Program Management Professional (PgMP) certification is required.

Clearance Requirements
  • Ability to obtain and maintain CBP BI suitability

  • U.S. Citizenship required

Preferred Qualifications
  • Active Top Secret security clearance
  • Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP), or equivalent project management certification.

  • Prior experience supporting DHS, CBP, or similar federal/national security agencies.

  • Experience with traveler processing systems, border security technologies, or high-availability transactional systems.

Target Salary Range

$176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
