About the Position

The Department of Health Services is seeking an Emergency Medical Services (EMS) Coordinator to manage assigned programs within the jurisdiction of the Coastal Valleys EMS Agency (CVEMSA), which is the Local EMS Agency (LEMSA), serving both Sonoma and Mendocino counties under the direction of the EMS Agency Administrator. In collaboration with internal and external stakeholders, EMS Coordinators work as program managers for their assigned programs and recommend, implement, and evaluate policies, procedures, and operating standards to be consistent with state and local law. In addition, EMS Coordinators may be expected to:

  • Provide a point of contact for local, regional, and state partner agencies and system stakeholders with urgent needs related to the EMS system or Medical Health Operational Area Coordinator function when acting as the EMS Duty Officer
  • Act as an agency liaison, provide technical assistance, and represent the CVEMSA at meetings for LEMSA areas of coordination and oversight
  • Provide routine on-site engagement with ambulance providers, fire agencies, hospitals, dispatch centers, training facilities, and incident scenes throughout the jurisdiction, including conducting provider agency visits, participating in field observations, performing ambulance inspections, attending ride-alongs, and responding to system-level incidents
  • Participate in quality improvement and regulatory oversight activities, which can include investigating complaints, conducting skills validations, auditing equipment, verifying corrective action plans, and assessing operational readiness
  • Developing board items and contracts that are relevant to the programs

As the ideal candidate for this position, you will possess considerable knowledge of California EMS systems, standards, regulations, and practices, and possess many of the following:

  • A current, valid licensure as a Registered Nurse, California Paramedic, or similar level of licensure related to providing emergency medical care is strongly desired
  • Proven experience providing hands-on emergency medical care
  • Experience training, managing, or evaluating emergency care providers
  • The ability to design and conduct technical studies and reports, including data collection, analysis, interpretation, and evaluation of EMS systems
  • The ability to develop plans for medical emergencies/disasters
  • Experience working with different internal and external stakeholders and the ability to develop and maintain constructive working relationships
  • Proven experience in understanding, interpreting, and applying local, state, and federal rules, regulations, and ordinances specifically about disaster preparedness and pre-hospital medical services
  • The ability to give clear verbal and written instructions, create training modules, charts, graphs, and PowerPoint presentations
  • A comfort in public speaking across diverse audiences from different backgrounds, with the ability to speak thoughtfully and diplomatically when in discussions
  • A high level of integrity, with the ability to bring that to work in high-stress situations

About the CVEMSA

The CVEMSA is the LEMSA serving Sonoma and Mendocino counties. Our small, collaborative team is responsible for oversight, coordination, and quality improvement across these two large counties along the California coast. With the lean staff of EMS Coordinators and administrative personnel, each team member plays a significant role in maintaining daily EMS system operations, and EMS Coordinators often work across multiple program areas. This recruitment is being conducted to fill an Emergency Medical Services Coordinator position in the Department of Health Services. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Minimum Qualifications

Experience and Education: Any combination of education, training, and experience that will provide an opportunity to acquire the knowledge and abilities listed. Normally, a four year college degree in health care administration, public administration, social services, management, emergency medical or disaster preparedness or a closely related field plus one year of full time, paid experience in health care administration or public safety administration including research, analysis, and preparation of written reports and recommendations;

OR

academic coursework in the subjects named above at the college or university level plus two years of full time paid experience in EMS administration or public safety administration including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.

License: Possession of a valid California driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.


Knowledge, Skills, and Abilities

Considerable knowledge of: research methodology, report writing and basic statistics and their application.

Working knowledge of: EMS systems, standards, regulations, and practices; the interface between public and private ambulance providers, law enforcement and the fire service;
group dynamics as it relates to public organizations; principles and practices of programs and systems management; written and oral communications, including language mechanics, syntax, and English composition.

Knowledge of: micro computer systems applications

Ability to: design and conduct technical studies and reports including data collection, analysis, interpretation, and evaluation pertaining to EMS systems; develop plans for medical disaster emergencies; develop and maintain constructive working relationships with various public and private groups and organizations involved with emergency medical services; speak and write effectively; understand, interpret and apply rules, regulations and ordinances and federal, state and local legislation pertaining to disaster preparedness and pre-hospital medical services.
