Primary Function of Organizational Unit
The University Procurement Department is a service unit within the Division of Business and Finance and reports to the Office of the Associate Vice Chancellor for University Budget and Financial Planning. The department is responsible for administering the University's procurement function in accordance with North Carolina procurement laws, State Procurement Manual requirements, and University policies and procedures.
The Procurement Department provides strategic and operational procurement services to campus departments to support the University's academic, research, and administrative missions. The unit ensures the timely, compliant, and cost-effective acquisition of goods and services while promoting transparency, accountability, and strong vendor partnerships. The department is staffed by a team of professional, experienced, and dedicated employees committed to providing high-quality customer service, regulatory compliance, and continuous process improvement.
Primary Purpose of Position
The primary purpose of this position is to assist the Procurement Director in the administration and management of the University's procurement operations to ensure compliance with North Carolina procurement laws, State Procurement Manual requirements, and University policies and procedures. This position provides operational oversight of complex and high-value procurement activities, including competitive solicitations, contract negotiations, and waivers of competition, while exercising delegated procurement authority to review and approve procurement actions, supporting documentation, and contractual agreements.
The position provides direct supervision, training, and professional development to procurement staff to ensure effective service delivery, regulatory compliance, and continuous professional growth. This role serves as a key liaison between the University and State Purchase and Contract, campus departments, vendors, and external partners to support strategic procurement initiatives and resolve complex procurement matters.
Additionally, this position monitors procurement performance metrics, identifies trends, and recommends process improvements and strategic sourcing opportunities to enhance operational efficiency and cost effectiveness. The position supports procurement policy development, audit preparation, compliance monitoring, and campus outreach efforts by leading or assisting with procurement training and education initiatives. The position also performs the duties of the Procurement Director in their absence or as assigned.
Required Knowledge, Skills, and Abilities
Demonstrated experience working with North Carolina State Purchasing and Contracts Guidelines and the University of North Carolina Purchasing Guidelines is preferred.

Candidates should possess experience working within a higher education environment and have successfully completed North Carolina State Contract Management Training or have the ability to obtain this training within a specified timeframe.
Minimum Education/Experience
Bachelor's degree; or Associate's degree and two years of related experience; or an equivalent combination of training and experience.

Primary Responsibilities and Duties

  • Demonstrates advanced knowledge of enterprise procurement and financial systems, including SAP or comparable ERP platforms, used to manage requisitions, purchase orders, contracts, and reporting.
  • Utilizes data management and reporting tools to monitor procurement activity, compliance metrics, and performance indicators.
  • Applies working knowledge of procurement technology and systems to support system enhancements, workflow improvements, and process automation initiatives.
  • Assists with implementation and optimization of procurement-related technologies and reporting solutions.



Function Planning and Organizing Operations

  • Plans, organizes, and manages procurement activities across multiple functional areas while ensuring compliance with State and University requirements.
  • Assists in developing, implementing, and maintaining procurement policies, procedures, and internal controls.
  • Prioritizes workload, manages competing deadlines, and allocates procurement resources effectively.
  • Evaluates procurement processes and recommends continuous improvement initiatives to enhance operational efficiency and customer service delivery.



Function Coordination of Work Flow

  • Oversees procurement workflows from requisition through contract award and execution.
  • Reviews and approves procurement documentation for accuracy, completeness, and compliance with statutory and policy requirements.
  • Monitors purchasing activity and vendor performance and coordinates resolution of issues with the Procurement Director and stakeholders.
  • Ensures procurement records are maintained in accordance with State record retention and audit standards.



Function Customer Service/Communication

  • Serves as a senior point of contact for campus departments and vendors regarding procurement policies, processes, and requirements.
  • Communicates complex procurement policies, procedures, and decisions clearly in written and verbal formats.
  • Builds collaborative relationships across campus while maintaining regulatory compliance and procurement integrity.
  • Supports training, outreach, and communication initiatives related to procurement compliance, contract administration, and purchasing best practices.

  • Analyzes and resolves complex procurement issues involving regulatory interpretation, competing priorities, and operational risk.
