The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare

Description:

This position will be responsible for inspecting properties for compliance with Housing and Urban Development (HUD) Housing Quality Standards (HQS)/National Standards for the Physical Inspection of Real Estate (NSPIRE) specifications, safety policies, and all applicable codes and regulations.

Job Duties:

* Documents and generates reports on all unit deficiencies as well as environmental health and safety issues.

* Assesses damages, determines who is responsible for correction and establishes deadlines for completion of work, documents efforts to bring properties into compliance, and conducts follow-up inspections to ensure that work is completed.

* Inspector will be responsible for the scheduling of all inspections, to include but not limited to, setting up the initial inspection with the prospective owner/landlord, communications by mail, telephone, or email to the owner/landlord and family regarding inspection schedule and any deficiencies as a results of an inspections or any other notices from the Program.

* Assures effective communications of inspection results and any related issues with supervisors, housing specialists, landlords and program participants.

* Explains nature of the MCK PSH program, procedures and services to landlords and clients; maintains absolute confidentiality of work-related issues and client records.

* Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide quality seamless customer service.

Minimum Qualifications

Experience:

  • Two (2) years of experience in a customer service/housing environment or an associate's degree with some customer service experience.
  • Preferred NSPIRE Inspector Certificate (not required)

Education:

  • Requires high school or equivalent

Knowledge, Skills and Abilities:

  • Ability to communicate well with people of varied backgrounds necessary.
  • Interviewing and Counseling Skills
  • Knowledge of or the ability to acquire knowledge of subsidized housing program guidelines and Federal, State and local landlord/ tenant laws.
  • Good math skills
  • Property Management marking and training experience desirable.
  • Ability to use computer software (Google Suites, Excel)
  • Must have valid driver's license and good driving record.
  • Must provide own transportation.

Salary determined by departmental budget- Offer commensurate with experience.
