General Purpose: Under general supervision of the Information Technology (IT) Manager, this role gathers, analyzes, designs, and develops custom business solutions using various development tools. Implements changes and additions to existing systems based on staff requirements or issues with the current system. Specific job goals, objectives, and tasks are established for each employee as part of the annual evaluation and work plan process. - Collaborates with employees, IT, and other stakeholders to identify user requirements, assess available technologies, and recommend solution options.
- Creates, documents, designs, tests, debugs, refines, and implements new business solutions.
- Interprets and documents system requirements and specifications; identifies all required authorizations, reports, interfaces, conversions, and enhancements.
- Responds to and addresses requests for service from business process owners.
- Configures systems to specifications using configuration and implementation tools, ensuring functionality is developed as specified.
- Uses all resources available to resolve programming and configuration problems; logs unknown errors and solicits assistance.
- Develops custom reports, interfaces, and conversion.
- Runs preliminary tests before end-user testing; works closely with business process owners to develop and maintain test scenarios and procedures; develops and maintains integration test scenarios.
- Proactively anticipates project deviations; takes immediate corrective action and makes timely decisions.
- Assists business process owners with changes created by upgrades and add-ons.
- Provides IT orientation to newly hired staff and provides ongoing training to end users.
- Administers various IT systems and platforms.
- Acts as backup for IT functions as assigned.
- Manages internal proprietary systems.
- Performs other related duties as assigned.

Minimum Qualifications and Necessary Requirements:
- EQUIVALENT combination of education and experience can meet minimum qualifications.
- EDUCATION: Bachelor's degree in computer science, management information systems or related field.
- LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy.
- EXPERIENCE: Two years of experience in SharePoint development and programming. Proficient computer skills with Microsoft Office programs.
Knowledge, Skills, and Abilities:
- Strong critical and analytical thinking skills.
- Knowledge of the system development life cycle and development best practices.
- Knowledge of computer programming languages, including HTML, JavaScript, and SQL.
- Knowledge of application design and programming basics.
- Knowledge of SharePoint development and basic SharePoint administration.
- Knowledge of Microsoft Power Platform applications including Power Automate, Power BI, Power Apps, and Power Virtual Agents.
- Knowledge of federal copyright laws as they pertain to the use of computer software.
- Skill in organizing resources and establishing priorities.
- Skill in operating various word-processing, spreadsheets, and database software programs in a Windows/Microsoft Office Suite environment.
- Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
- Ability to plan, implement, evaluate, and troubleshoot system applications.
- Ability to design, develop, and implement integrated software systems solutions to meet organizational requirements.
- Ability to develop and write user documentation and guides for systems and applications.
- Ability to provide a range of systems training and support activities for users.
- Ability to effectively communicate verbally and in writing.
- Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds, employees, and officials.
- Ability to work independently and meet strict timelines.
- Ability to make solid decisions and exercise independent judgment.

Preferred Requirements:
- Two years of experience in enterprise systems.
- Experience programing using SQL, MS Access, and scripting languages.
- Must pass a background investigation.

Specific vision requirements include close vision, distance vision, color vision, and depth perception. Working Conditions: Work is typically performed in an office with a moderate noise level. Evening and/or weekend work may be required. Extended hours and irregular shifts may be required.
