Overview
We are seeking a Microsoft Project Scheduler (SME level) to support program and project management activities within a Department of Defense (DoD) environment. The Scheduler will serve as the organizational expert for Integrated Master Schedule (IMS) development, analysis, and maintenance across multiple program baselines, ensuring alignment with Earned Value Management (EVM) and DoD acquisition lifecycle standards.
The ideal candidate will possess deep expertise in Microsoft Project (Desktop and/or Online), advanced understanding of DoD program management frameworks, and the ability to translate complex technical and operational requirements into actionable, time-phased schedules that drive mission success.
Key Responsibilities
  • Develop, integrate, and maintain complex project and program schedules using Microsoft Project in accordance with DoD and industry best practices (e.g., DCMA 14-Point Schedule Assessment).
  • Create and manage Integrated Master Schedules (IMS) supporting major program milestones, deliverables, and dependencies across engineering, logistics, test, and operational disciplines.
  • Perform schedule health checks, critical path analysis, baseline variance analysis, and develop recovery plans as needed.
  • Support Earned Value Management (EVM) reporting through schedule baseline integration, status updates, and performance tracking.
  • Coordinate closely with Program Managers, Control Account Managers (CAMs), and functional leads to ensure schedule accuracy and alignment with cost and performance objectives.
  • Develop and maintain Work Breakdown Structures (WBS) consistent with DoD and ANSI/EIA-748 guidelines.
  • Generate milestone charts, schedule reports, and what-if analyses to support decision-making and risk management.
  • Provide training, mentoring, and technical guidance to project staff on Microsoft Project best practices and scheduling principles.
  • Ensure schedule compliance with DoD Instruction 5000.02, Integrated Master Plan (IMP)/IMS guidelines, and contractual deliverables.
  • Participate in Integrated Baseline Reviews (IBRs), Program Management Reviews (PMRs), and Independent Schedule Assessments (ISAs).
Required Qualifications
  • Bachelor's degree in Business, Engineering, Project Management, or related discipline. (Equivalent experience may be considered.)
  • 10+ years of experience in project scheduling and program controls within a DoD or federal acquisition environment.
  • Expert-level proficiency in Microsoft Project (including task linking, resource management, baselining, and reporting functions).
  • Proven experience developing and managing Integrated Master Schedules in compliance with DoD and DCMA standards.
  • Working knowledge of Earned Value Management (EVM) and integration with scheduling systems.
  • Ability to brief schedule status, risks, and performance trends to senior leadership and government stakeholders.
  • Active Secret clearance (or higher).
Desired Qualifications
  • PMP, PMI-SP, or EVMS certification.
  • Familiarity with MS Project Server, Project Online, or Primavera P6.
  • Experience with DoD acquisition programs (ACAT I-III) or Intelligence Community (IC) programs.
  • Experience integrating schedules across contractors and government stakeholders.
  • Strong analytical, interpersonal, and communication skills.
