About the Position Are you an innovative and versatile leader who is ready to serve the community and have an impact on animal welfare? The Finance Manager is responsible for managing the department budget and financial operations and providing budgetary, financial, and administrative support the Department Deputy Director and department management so that they can better plan, organize, and control the operations of the department. The incumbent will review finance operations, policies, and procedures, and analyze where we can drive improvement. This position is eligible for hybrid flexibility after brief training period. We Require
- Four years of professional-level finance experience
- Bachelor's level degree in Accounting, Finance, Business Administration, or closely related field
- Master's degree or higher in a related field may substitute for up to two years of the professional experience requirement
We Also Value
- Experience with development of financial reports, statistical analysis, budget administration, auditing, accounting and/or public sector accounting Extensive project management or logistics experience
- Supervisory experience
- Master's degree in Accounting, Business or a related field
Job Contributions
- Oversees and monitors the department's financial operations, consisting of special revenue, general, Donation, and grant funds, budgeting, and procurement activities, while overseeing direct reports to provide fiscally responsible, accountable, necessary public services to the residents of Maricopa County
- Leads the development of the department budget and goals and provides guidance to department management on financial and budgetary matters. Oversees billing for services and other accounting activities and maintains Budget Office automated budget system for the Department
- Monitors budget, including actual expenditures for each Unit/Activity; prepares monthly summaries of expenditures and projections, identifies trends/problem areas in the department's revenues and expenditures, and recommends budgetary adjustments
- Prepares and analyzes financial reports; recommends and implements strategies to improve department financial operations
- Completes bank reconciliations, audits, conducts month-end open/close, monitors refunds, conducts financial forecasts, approves purchase orders/purchases, and finalizes travel reconciliation
- Oversees and administers the department's grants and grant reporting requirements in conjunction with the Financial Operations Specialist
- Conducts research projects and prepares special studies and reports as directed by the department Deputy or Director
- Maintains and reconciles accounts, reviews transactions for accuracy, researches discrepancies and incorrect balances, and coordinates the annual fixed asset inventory
- Performs complex financial analysis in the development of recommended rates and/or fee structures and long-term revenue projections
- Ensure the department complies with County fiscal policy and GAAP

of the time - Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
- This position operates in a busy, often noisy office setting within an animal shelter, with close proximity to animals of various types. Exposure to cleaning products used in animal shelters and the smells associated with animal housing. While performing this job's duties, the employee is regularly required to sit for long periods and occasionally stand and walk on all types of surfaces, sometimes slippery and/or uneven and rough
