PUBLIC RECORDS SPECIALIST
LAW DEPARTMENT
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for the position of Public Records Specialist for the Law Department. This position is responsible for a wide range of administrative duties related to the organization, processing and redaction of public records including but not limited to those for body worn camera video, audio, and data. The Public Records Specialist will be responsible for the timely research, distribution, and response to public records requests, provide customer service to requesters, and maintain confidentiality. This position will use established guidelines and policies for proper use, retrieval and redaction of video and audio data recorded by body worn cameras and other files and documents included in response to public records requests.

ESSENTIAL ELEMENTS:



  • Prepare, scan, redact and purge documents and files in compliance with policies, procedures, regulations and public records law
  • Ensure compliance with all applicable policies, procedures, general orders, rules, regulations, and laws
  • Search, retrieve, review, redact and distribute response to requests in a timely fashion and in adherence with guidelines, policies, and orders as well as state and federal laws
  • Coordinate with other departments in the retrieval of documents, files and audio/video footage from body worn cameras
  • Ability to interpret, analyze and apply public records laws, including but not limited to, exemptions
  • Review body worn camera video and audio to ensure that sensitive footage of victims and innocent bystanders is appropriately modified to protect their privacy and safety
  • Prepare reports, logs and correspondence when required
  • Understand and follow complex written and oral instructions and apply proper policies, procedures, and guidelines
  • Maintain the confidentiality and integrity of sensitive information obtained, reviewed or accessed
  • Provides customer service to in-person visitors; process open records requests, as assigned
  • Perform other duties as assigned


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:



  • Knowledge of local, state, and federal public records and privacy laws
  • Ability to follow established guidelines and policies for proper use, retrieval and redaction of video and audio data recorded by body worn cameras and other files and documents included in response to public records requests
  • Ability to operate basic office equipment
  • Knowledge of data processing and procedures
  • Experience with Microsoft Office Applications and Adobe
  • Knowledge of audio/video editing, redaction software, including knowledge of equipment and software to access and utilize body worn camera video
  • Superior organizational, time-management, and interpersonal skills
  • Excellent written and verbal communication skills
  • Strong attention to detail
  • Ability to self-motivate
  • Ability to manage multiple assignments
  • Ability to compile, research and analyze data from various sources to prepare and present clear and concise reports and correspondence
  • Ability to maintain strict confidentiality and exercise discretion and sound decision making
  • Ability to work in a fast-paced, team-oriented environment
  • Ability to sit for long periods of time to review video, audio evidence and documents
  • Ability to learn and adapt to developed software for future technology as required by the job
  • Ability to work with diverse groups as part of a team and/or independently
  • Regular onsite attendance is required


MINIMUM REQUIREMENTS:



  • Associates Degree in Computer Science, Information Technology, Criminal Justice, Paralegal Certification, or closely related field preferred
  • Two (2) years general work experience related in the field of Information Technology and/or experience with video editing or closely related field or any combination of experience and training which enables one to perform the essential job functions
  • Experience working in Law Enforcement, Body Worn Cameras and/or in Public Records


PREFFERED REQUIREMENTS:



  • Four (4) years general work experience related in the field of Information Technology and/or experience with video editing or closely related field or any combination of experience and training which enables one to perform the essential job functions
  • Two (2) years of experience working with local, state, federal open records, and/or privacy laws
  • Two (2) years of experience working in Law Enforcement, Body Worn Cameras and/or in Public Records
  • Criminal Justice Information Services (CJIS) certified


STARTING SALARY: $69,898 - $91,542 annually, full-time, exempt, with an excellent benefits package.
