Job Description

PURPOSE ANDSCOPE:

The Analyst I, Budget & Planning is responsible for performing budgetary transactions, monitoring performance, training, and problem resolution. Provides annual and ad hoc training on enterprise-level budget development tools and standard budget-related processes and procedures.

ESSENTIAL JOBFUNCTIONS:

  1. Prepare, review, and approve budget journals in workflow ensuring compliance with LSC best practices
  2. Monitor the operational budgets to ensure balancing by fund and highest responsible unit
  3. Monitor Oracle Enterprise Performance Management Budget & Planning (EPM) data imported nightly from PeopleSoft Financials and Supply Chain Management (FSCM) and PeopleSoft Human Capital Management (HCM) modules and address discrepancies to ensure accuracy
  4. Review FSCM budget errors and assist users with error resolution
  5. Perform a variety of budget and expenditure reviews/analyses and assist end-users with appropriate corrections
  6. Maintain and track system-wide held contingency budgets
  7. Create and analyze reports, perform cost analyses, expense projections, trend reports, and ad hoc reports for leadership as needed
  8. Maintain EPM security data, and submit user security requests
  9. Submit requests for EPM chart field changes and additions, and validate completion
  10. Track, research and provide recommendations for the development of the annual operational budget
  11. Assist with EPM and budget journal end-user training
  12. Assist end-users in monitoring, input, meeting deadlines and ensuring budgets are balanced to allocations during budget development
  13. Contribute to the creation of the annual budget report
  14. Participate in year-end budget and general ledger closing processes
  15. Responsible for other reasonable, related duties as assigned

KNOWLEDGE, SKILLS, ANDABILITIES:

  • Ability to analyze data and interpret detailed information and convert to knowledge-based reports and recommendations
  • Broad knowledge of general accounting principles, practices, and procedures
  • Excellent verbal and written interpersonal and communication skills
  • Attention to detail and the ability to successfully manage multiple tasks with overlapping timeframes while still meeting deadlines
  • Strong initiative and analytical skills
  • Ability to utilize automated financial systems, specifically EPM and PeopleSoft FSCM
  • Strong working knowledge of PC's and related software, with a focus on Microsoft Office Excel, PowerPoint, and Word

PHYSICALABILITIES:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE ANDCONDITIONS:

  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards

REQUIREDQUALIFICATIONS:

  • Bachelor's degree and at least 3 years of related work experience, or an equivalent combination of education and experience
Salary

Hiring salary range is $48,152 to $55,375

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education. Should you receive an offer of employment from Lone Star College, the resume submitted in the application process will be utilized to calculate your salary offer. The information outlined below will provide the Office of Human Resources everything needed to determine an accurate starting salary.
