TITLE: Division Director - Intellectual Disability Services (ID)

DEPARTMENT: ID Day Program, ID Residential Program, ICF Program

IMMIDIEATE SUPERVISOR: Chief Program Officer

DIRECT REPORTS: ID Day Director, ID Residential Director, ICF Director

Program Summary:

he Division Director for Intellectual and Developmental Disabilities (IDD) Services provides strategic and operational leadership for COMHAR's IDD Division, including Residential, Day, ICF, and Open Door Clubhouse programs. This position ensures the delivery of high-quality, person-centered supports aligned with COMHAR's mission and core values of Support, Inclusion, Trust, Choice, and Accountability. The Division Director will lead with compassion and innovation-strengthening operational systems, regulatory compliance, and staff engagement while advancing service models that ensure the Division's long-term viability, relevance, and impact. This leader will also help shape and clarify the IDD Division's internal culture to ensure strong alignment with COMHAR's broader organizational identity and values.

Essential Responsibilities

Strategic and Program Leadership
  • Provide overall vision, leadership, and management for all IDD Division programs-Residential, Day, ICF, and Open Door Clubhouse-ensuring quality, compliance, and fiscal integrity.
  • Develop and implement strategic goals that align Division operations with COMHAR's mission, values, and strategic plan.
  • Advance innovative service delivery models that promote independence, inclusion, and meaningful community participation for individuals with IDD.
  • Lead initiatives that strengthen Division culture, communication, and cohesion across programs.
  • Utilize data-driven decision-making to evaluate program outcomes, guide improvements, and drive performance-based results.
Quality, Compliance, and Incident Management
  • Oversee all aspects of regulatory compliance with state, federal, and accreditation standards (ODP, DOH, DBHIDS, etc.).
  • Ensure timely and accurate incident reporting, investigation, and resolution in alignment with EIM and county protocols.
  • Promote a culture of safety, transparency, and accountability-ensuring staff feel supported and empowered to report and address incidents.
  • Develop and monitor Division-specific Quality Management Plans, including data analysis, trend identification, and improvement strategies.
  • Collaborate with Quality Management and Compliance teams to ensure robust oversight and continuous quality improvement.
Financial and Operational Oversight
  • Partner with the Chief Program Officer and Fiscal Department to develop and manage annual budgets for all IDD programs.
  • Ensure fiscal responsibility, sustainability, and performance accountability within the Division.
  • Oversee program utilization, productivity, and contract compliance to meet or exceed funding expectations.
  • Support the transition to a streamlined Residential management model (13 Site Managers overseeing 26 homes) while maintaining quality and staff engagement.
Staff Leadership and Development
  • Provide direct supervision to Program Directors and oversight of Assistant Directors, ensuring clear expectations, effective communication, and collaborative leadership.
  • Foster a culture of learning, inclusion, and shared accountability across the Division.
  • Mentor and develop emerging leaders through coaching, performance feedback, and professional development opportunities.
  • Partner with Human Resources on recruitment, retention, and workforce planning strategies to maintain stable, skilled teams.
Innovation and System Advancement
  • Identify and advance new opportunities to strengthen service models, integrate evidence-based practices, and adapt to evolving state and community needs.
  • Collaborate with external partners, funders, and systems leaders to inform future programming and policy direction.
  • Utilize data analytics and technology to enhance service delivery, compliance tracking, and outcomes reporting.
  • Lead initiatives to modernize and improve IDD service operations for long-term sustainability and innovation.
Stakeholder and Community Engagement
  • Cultivate productive relationships with families, guardians, funders, regulators, and community partners.
  • Serve as the primary liaison to state and local oversight entities (ODP, DOH, DBHIDS, etc.) for the Division.
  • Represent COMHAR at professional meetings, community events, and conferences to enhance the organization's visibility and influence.
  • Support cross-departmental collaboration to ensure integrated, person-centered supports for individuals served.

Work Environment

This position requires frequent interaction with program sites, staff, and external stakeholders. Occasional evening or weekend hours may be required for events, meetings, or emergencies.

Requirements

Education and Experience

*Master's Degree in Human Services, Psychology, Social Work, Healthcare Administration, or related field required.

*Minimum of five (5) years of progressively responsible leadership experience in Intellectual and Developmental Disabilities or related human services field.

*Demonstrated success leading multi-site programs, budgets, and teams in a regulated service environment.

*Hands-on experience working directly with individuals with intellectual and/or developmental disabilities.

*Knowledge of Pennsylvania's IDD system, regulations, and performance-based contracting requirements strongly preferred.

*Experience managing programs funded through state, county, or federal contracts required.
