About the Department:


The Office of University Building Official is responsible for the administration and enforcement of the Virginia Uniform Statewide Building Code (USBC) and for establishing accessibility standards as they relate to buildings and structures on University property. The Office acts as the local building code enforcement department and reviews and approves plans and specifications, grants modifications, provides inspections and issues Certificate of Occupancy permits. The Office also delegates inspection and enforcement duties to the State Fire Marshal's Office (SFMO) and other state agencies or personnel having needed expertise.


About the Position:


The Code Compliance Coordinator works on a team with specialized plan examiners and inspectors who report to the University Building Official. Under the direct supervision of the University Building Official (UBO). The Code Compliance Coordinator primary responsibilities include supervisory, administrative, and technical work in organizing and managing the inspection activity and administrative support functions for inspection services in accordance with the Virginia Uniform Statewide Building Code (USBC). Responsibilities also include the development, implementation, and coordination of policies and procedures related to inspection service functions and delivery. This position observes site plans, construction plans and specifications, provides field inspections and witnesses tests to ensure compliance with the USBC, other applicable state/federal laws and regulations, and University project requirements on capital and noncapital construction projects.


Responsibilities:


Code Compliance and Inspection



  • Inspects construction sites and buildings, and observes plans to confirm compliance with approved construction documents, established policies, and applicable State and Federal building codes and regulations;
  • Coordinates and performs all required inspections, including substantial and final completion inspections, and make recommendations to the UBO for actionable warnings, citations, and violation notices;
  • Provides leadership, direction, and guidance on technical code issues, strategies, procedures, and institutional awareness;
  • Reviews and assists in the development of project requirements to ensure appropriate technical content and scope, including investigation and analysis of existing buildings to determine upgrade needs and continued code compliance;
  • Assists in developing and implementing building inspection and plan review routines, methods, policies, procedures, and standards;
  • Assists in the development and training of inspection standards and methods to ensure high-quality inspection services;
  • Provides recommendations to resolve deficiencies and identify solutions arising from differing code interpretations;
  • Researches and remains current with all applicable building codes;
  • Must also exercise considerable tact, courtesy, and firmness during frequent contact with designers, developers, contractors, the SFMO, and university personnel in a professional, fair, and cooperative manner; and
  • The ultimate objective of this function is to help ensure the health, safety, and welfare of the University community and the building occupants.


Stakeholder Engagement and Collaboration



  • Confers with the OUBO review team, owners, architects, engineers, developers, and contractors to ensure code compliance and understanding;
  • Establishes and maintains effective and professional relationships with project managers, field representatives, professional consultants, the State Fire Marshal Office, and other stakeholders;
  • Implement and assist the UBO with training opportunities for the university community, including AE professionals, contractors, and GMU employees;
  • Assists UBO with updating and maintaining university procedures related to OUBO processes within the HECO manual;
  • Must also exercise considerable tact, courtesy, and firmness during frequent contact with designers, developers, contractors, the SFMO, and university personnel in a professional, fair, and cooperative manner; and
  • The ultimate objective of this function is to help ensure the health, safety, and welfare of the University community and the building occupants.


Reporting



  • Prepares a variety of reports and correspondence on building code inspection compliance matters;
  • Implements and reviews reports to verify that established goals and objectives are achieved; and
  • Manages the OUBO inspection program by developing, maintaining, and improving procedures and policies for effective and efficient deliverables.

Required Qualifications:



  • Bachelor's degree in related field or the equivalent combination of education and experience;
  • Considerable progressively responsible experience in building and construction inspection activities and operations (typically three or more years);
  • Significant experience with scheduling, planning, and managing building code enforcement operations, including policy development, procedural implementation, evaluation, and administrative functions of a building department;
  • Extensive familiarity and experience using computer-based applications, including but not limited to: Microsoft Office Suite, Outlook 365, Bluebeam Revu, Project management software such as Trimble;
  • Demonstrated knowledge of principles and practices of inspection program development and administration;
  • Demonstrated knowledge of means and methods of complex commercial and industrial construction inspections;
  • Demonstrated knowledge of applied principles and practices of scheduling for inspection administration;
  • Demonstrated knowledge of seismic and energy considerations in the design and construction of buildings and structures;
  • Extensive knowledge and experience with overseeing enforcement of the USBC and referenced standards;
  • Extensive knowledge of building and infrastructure design, construction inspections, and construction means and methods across a variety of facility types, sizes, and uses;
  • Knowledge of the legal aspects of administering the building code;
  • Demonstrated leadership and decision-making skills, including the fortitude to uphold findings that may not always be popular;
  • Communication and interpersonal skills, with the ability to listen, solicit input, and make analytical and objective decisions in conformance with adopted codes and regulations;
  • Ability to navigate complex environments involving multiple internal and external stakeholders with differing perspectives, interests, and goals;
  • Ability to exercise independent judgment and initiative in applying standards to a variety of work situations;
  • Ability to work independently and prioritize project work appropriately;
  • Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions;
  • Ability to move about construction sites and commercial/residential properties in a safe and effective manner;
  • Ability to maintain professionalism, fairness, and cooperation in complex and potentially sensitive situations involving diverse stakeholders;
  • Demonstrated ability to interact with designers, developers, contractors, the State Fire Marshal's Office (SFMO), and university personnel with considerable tact, courtesy, and firmness;
  • Commitment to upholding the health, safety, and welfare of the University community and building occupants through consistent and equitable enforcement through inspections of building codes and standards;
  • Virginia DHCD Combination Commercial Inspector certification is required within one year of hire; and
  • Must currently possess an appropriate, active, valid motor vehicle operator's license that meets all of GMU's requirements for operating state vehicles and equipment under Mason's Vehicle Use Policy 1411 https://universitypolicy.gmu.edu/policies/vehicle-use/. The Office of Risk Management reserves the right to review the driver's licenses and Motor Vehicle Reports (MVRs) of all candidates selected with employment contingent upon favorable review.


Preferred Qualifications:



  • Master's degree in related field;
  • Virginia-Engineer in training (EIT);
  • Virginia Department of Housing & Community Development (DHCD) certification as Certified Combination Plans Reviewer;
  • International Code Council (ICC) Accessibility Plan Examiner/Inspector certification;
  • ICC Master Code Professional certificate;
  • Some experience in a leadership or supervisory capacity (typically one or more years); and
  • Knowledge and experience with capital and non-capital construction programs administered within the GMU HECO manual.
