LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF MENTAL HEALTH & SUBSTANCE ABUSE SERVICES, ADMINISTRATIVE SERVICES DIVISION, DAVIDSON COUNTY

This position manages regulatory activities connected with the Licensure and compliance requirements of medication-assisted treatment settings, licensed as opioid treatment programs and office-based opiate treatment facilities. Individuals with regulatory experience or who have worked in the addiction treatment setting are encouraged to apply. This position will manage a small team of field-staffers who conduct on-site and virtual-based inspections and investigations.

This position is designed as Remote.

This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Qualifications

Education and Experience: Graduation from a standard high school and experience equivalent to ten years of qualifying professional-level experience in a mental health, substance abuse, special education or social services setting.

OR

Graduation from an accredited college or university with a bachelor's degree and experience equivalent to six years of full-time professional-level work in a mental health, substance abuse, special education or social services setting.

OR

Substitution of Graduate Education for Experience: Graduation from an accredited college or university with a master's degree and experience equivalent to four years of full-time professional-level experience in a mental health, substance abuse, special education or social services setting.

Necessary Special Qualifications: A valid motor vehicle operator's license is required for employment in this classification.

Overview


The MH Licensure Manager manages regional Licensure operations for mental health and substance use treatment facilities, ensuring compliance with state and federal regulations. Conducts surveys, investigations, and reviews Licensure applications while overseeing staff performance and operational efficiency.

Responsibilities

  1. Ensures adherence to regulations, policies, and standards for licensed facilities.
  2. Conducts inspections, reviews reports, and addresses compliance concerns.
  3. Directs hiring, training, and performance evaluations for regional licensure staff.
  4. Advises providers on licensure requirements and compliance strategies.
  5. Recommends corrective actions for non-compliant facilities and operational improvements.
  6. Maintains records, databases, and reports related to licensure applications and investigations.
  7. Collaborates with regulatory agencies and community organizations to support licensure enforcement.
  8. Develops objectives and strategies to enhance licensure operations and service quality.
