Summary:

The Construction Safety Supervisor is responsible for overseeing and managing the safety performance of contractors and construction projects to ensure compliance with Energy Transfer policies, regulatory requirements, and industry's best practices. This role serves as the primary liaison between the EHS department, E&C leadership, and eternal contractors and plays a key role in fostering a strong safety culture across all phases of construction.

Key Responsibilities

Contractor Management& Oversight

  • Administer contractor pre-qualification and compliance processes using Veriforce or other approved platforms.

  • Conduct regular audits of contractor safety programs, training records, and documentation

  • Serve as the primary point of contact for contractor safety questions and guidance.

  • Maintain and update the Contractor EHS Manual to ensure alignment with company and regulatory requirements.

  • Review and assess the contractor variance requests, ensuring proper mitigations are in place.

Contractor Engagement& Meetings

  • Plan and facilitate Quarterly Contractor Safety Meetings to review performance, share best practices, and address concerns.

  • Collaborate with contractors to strengthen safety programs and close identified gaps

  • Lead contractor onboarding orientations, clearly outlining safety expectations and performance standards.

Incident Investigations and Response

  • Lead or support contractor incident investigations, including root cause analysis and corrective action development.

  • Track and trend contractor incident date to identify common hazards and props mitigation strategies.

  • Prepare and submit investigation reports to leadership and regulatory agencies, as required.

  • Liaison to Engineering & Construction Leadership

  • Act as a key point of contact for E&C VPs and leadership, providing regular updates on contractor safety performance and risks.

  • Participate in E&C leadership meetings to integrate safety into project planning and execution.

  • Advise leadership on regulatory changes and contractor safety standards.

  • Compliance & Continuous Improvement,

  • Ensure contractor compliance with OSHA, DOT, and other applicable regulations.

  • Develop, implement, and improve construction safety policies and procedures.

  • Conduct jobsite inspections to verify safety compliance and promote hazard recognition.

  • Support Job Safety Analyses (JSAs), Permit- to-Work processes, and oversight of high-risk activities.

Training & Communication

  • Assist in the development and delivery of training materials for both internal and contractor teams.

  • Communicate safety updates and initiatives clearly and consistently to all stakeholders


Requirements:

Education and/or Experience, Knowledge, Skills & Abilities:

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • Bachelor's degree (BS) in a technical field (engineering/science, or occupational safety and health sciences) or additional equivalent experience.
  • Certified Safety Professional (CSP) or Certified Safety and Health Official (CSHO) Is preferred but not required.
  • Minimum 8 plus years of related experience and training
  • 3 to 5 years' experience in construction experience
  • Knowledge of relevant industry regulations, standards, and recommended practices (e.g., API, DOT, OSHA PSM, PHMSA).
  • Ability to interpret and effectively communicate technical documents and legislative references.
  • Proficient skills in programs including, but not limited to, Microsoft Word, Excel, PowerPoint, Outlook, and Internet Explorer
  • Auditing HSE systems experience
  • Analytical and problem-solving ability
  • Ability to work on multiple tasks simultaneously.
  • Demonstrate leadership and project management skills.
  • Ability to work with minimal supervision
  • Proficient presentation skills
  • Desire to assume increasing levels of leadership responsibility.
  • Excellent verbal and written communication skills
  • Strong organizational skills and attention to detail
  • Perform other duties as assigned.

Working Conditions

  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing
  • As much as 50% travel may be required, including overnight travel.
  • Subject to call out 24 hours a day/7 day a week. Required to respond to calls before and after regular working hours.
  • Visits to industrial/field-based settings may include hazardous materials and chemicals, extreme temperature conditions, and loud machinery and require appropriate personal protective equipment.
