Senior Budget Analyst
This position requires an active Secret clearance to be considered.
A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

The Senior Budget Analyst is responsible for conducting advanced financial analysis, forecasting, and reporting to support strategic decision-making. This role provides financial insights to management, ensures compliance with company policies and industry standards, and supports budgeting, planning, and cost-control initiatives. The Senior Budget Analyst works independently with minimal supervision and may serve as a mentor to junior analysts.

Estimated Starting Salary Range for Financial Analyst III:
Pay commensurate with experience.

Responsibilities Include:

* Supporting foreign assistance payment management activities for the Bureau of Western Hemisphere Affairs, Executive Office, Financial Management Division (WHA/EX/FM).
* Overseeing the end-to-end payment process for foreign assistance awards and contracts, ensuring compliance with U.S. Government regulations and policies.
* Serving as the primary point of contact for all voucher processing related to foreign assistance awards and contracts.
* Reviewing payment vouchers in compliance with applicable regulations, policies, and agreements.
* Maintaining and monitoring the bureau's foreign assistance payment pipeline to ensure timely disbursement of funds.
* Coordinating payment activities with hub Financial Management Officers (FMOs), the Office of the Comptroller and Global Financial Services (CGFS), WHA/AC Assistance Coordination Office, and the Budget Planning (BP) team.
* Serving as a liaison between WHA/EX/FM and WHA/AC to ensure alignment of financial management and foreign assistance programmatic priorities.
* Monitoring funding availability, reconciling accounts, and preparing periodic budget execution and pipeline reports.
* Providing data-driven recommendations to WHA/EX/FM leadership for optimizing payment and budget management processes.
* Performing other job-related duties as assigned.

Experience, Education, Skills, Abilities required:

* Bachelor's Degree combined with additional training or certifications in financial management, and/or five years experience in business, finance, or other related fields.
* Additional professional training in federal budget and programming guidelines preferred.
* Minimum of five years of experience in financial management or payment processing.
* Background in financial management systems and payment processing protocols, including familiarity with USAID systems.
* Understanding of U.S. Government regulations and/or Department of State policies related to foreign assistance payments.
* Solid understanding of budget analysis and reporting techniques.
* General skills in critical thinking, active learning, coordination, service orientation, monitoring, time management, problem-solving, and systems evaluation.
* Knowledge of payment management systems, financial reconciliation, and compliance protocols.
* Specialized skills in budget analysis, payment pipeline management, and process improvement.
* Superior oral and written communication skills
* Proficiency in the use of the Microsoft Office suite (Word, Excel, PowerPoint, and Access).
* Must pass pre-employment qualifications of Cherokee Federal.
