HM&E EC/TCTO Developer

This position requires an active Public Trust clearance or the ability to obtain a Public Trust clearance to be considered.

A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

The Hull, Mechanical, and Electrical (HM&E) Engineering Change/Time Compliance Technical Order (EC/TCTO) Developer will support the U.S. Coast Guard's Surface Forces Logistics Center (SFLC) Long Range Enforcer Product Line (LRE). This role is responsible for developing, managing, and maintaining technical documentation and support packages that ensure accurate configuration management, logistics sustainment, and fleet readiness.

Compensation & Benefits:

Estimated Starting Salary Range for HM&E EC/TCTO Developer: $80,000 to $85,000

Pay commensurate with experience.

HM&E EC/TCTO Developer Responsibilities Include:

  • Follow established SFLC EC/TCTO procedures and provisioning processes to develop all required documentation for recommended changes.
  • Receive, process, and track Engineering Change Requests/Proposals (ECRs) and CG-22s using Coast Guard systems and repositories.
  • Create and maintain project case files for ECRs, CG-22s, ECs, and resulting TCTOs, including preparing packages for Feasibility and Configuration Control Boards, developing resource estimates and financial plans, and maintaining status updates.
  • Prepare ECs/TCTOs and associated documentation for review, comment, and final submission.
  • Assist in planning, coordination, and participation of EC/TCTO Development Team meetings and other related technical or logistics working groups.
  • Create provisioning case files for new items of supply to support ECs.
  • Support development and management of Plans of Action and Milestones (POA&Ms).
  • Gather technical and logistics data from cutters, Coast Guard product branches, vendors, and other stakeholders to support EC/TCTO requirements.
  • Provide general administrative support for EC/TCTO development and logistics documentation.
  • Performs other job-related duties as assigned

HM&E EC/TCTO Developer Experience, Education, Skills, Abilities requested:

  • Minimum two years of experience supporting EC/TCTO development for U.S. Coast Guard or similar maritime platforms.
  • Experience developing field changes, engineering changes, and TCTOs.
  • Proficiency with Coast Guard Standard Workstation III and familiarity with systems such as NESSS, FLS, CGMS, NE-TIMS, FEDLOG, Web-FLIS, SFLC Central, and CG-LIMS.
  • Ability to obtain and maintain a Common Access Card (CAC).
  • Strong knowledge of EC/TCTO procedures and provisioning processes.
  • Proficiency in Microsoft PowerPoint, Word, and Excel.
  • Strong writing and documentation skills.
  • Must pass pre-employment qualifications of Cherokee Federal
