Job Summary

The Fiscal Analyst Senior - Grants, Position & Budget Management performs advanced financial analysis and provides expert support in the areas of grants administration, budget oversight, and position management. This role ensures compliance with district, state, and federal regulations while supporting strategic initiatives at the college and district levels. The position collaborates with project staff, supervisors, and finance teams to manage awarded grants, oversee budget allocations, monitor position management activities, and ensure fiscal integrity. Serving as a subject matter expert, the incumbent provides high-level guidance, prepares complex financial reports, and makes recommendations that impact institutional effectiveness and resource alignment.

Essential Functions

40% Grants Management

  • Provides financial reporting and budget support for awarded grants in collaboration with project staff and college/district finance teams.
  • Reviews grant applications and proposals for financial feasibility, budget accuracy, and compliance with grantor and institutional requirements.
  • Tracks grant goals, objectives, and financial outcomes; prepares reports for internal and external stakeholders.

25% Position Management

  • Coordinates position management processes, including new positions, reclassifications, and in-range progressions tied to grants or operational funding.
  • Reviews staffing requests for budget availability, compliance with HR/finance policies, and alignment with organizational needs.
  • Monitors personnel expenditures and provides projections for current and future staffing needs.


25% Budget Analysis & Oversight

  • Participates in the development and monitoring of annual budgets, including preparing budget allocations and transfers.
  • Analyzes complex financial data, reconciles expenditures and revenues, and provides recommendations to leadership on resource alignment.
  • Develops reports, forecasts, and financial models to support planning, policy development, and decision-making.

10% Compliance & Advisory Support

  • Ensures compliance with federal, state, district, and grantor fiscal policies and procedures.
  • Provides consultation and training to staff on grants, budget, and position management practices.
  • Serves as a resource for interpreting and applying fiscal policies, providing strategic recommendations, and responding to escalated issues.


Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in finance, accounting, business or public administration or directly related field and four (4) years of experience providing advanced professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment.

OR

Associates Degree from a regionally accredited institution in finance, accounting, business or public administration or directly related field and six (6) years of experience providing advanced professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment.

OR

High School Diploma/GED from a regionally accredited institution in finance, accounting, business or public administration or directly related field and eight (8) years of experience providing advanced professional financial analysis and support in the areas of finance, payroll, budgeting, or a closely related financial/fiscal area of assignment.

Desired Qualifications

A. Two (2) or more years of experience with position management in a higher education or public sector setting.

B. Demonstrated experience with grant compliance and post-award financial reporting.

C. Advanced proficiency in Excel and enterprise financial systems.

D. Experience in financial reconciliation, forecasting, and policy interpretation.

E. Knowledge of federal and state grant funding regulations.
