Job Description

Responsibilities:

  • Inventory interfaces and data flows - produce a register of roughly 50 internal and external system touchpoints, noting data elements, partners, transport method (file, web-service, direct DB, etc.) and current frequency.
  • Review integration/interface documentation to research and document any inadequately documented integrations/interfaces in Oracle Federal Financials system.
  • Provide capability documentation of the 2 approved Core FS Solutions: Momentum and a customized Oracle Federal Financials system.
  • Collect and analyze a custom Oracle solution and Momentum solution artifacts - review vendor documentation and potentially some prior-agency implementations of the approved offerings to understand functional coverage, integration options and customization life-cycle support.
  • Perform gap & re-work analysis - compare Oracle Federal Financials capabilities with each custom Oracle and Momentum solution, rate the severity of interface gaps, and describe re-work needed where gaps are moderate-to-critical.
  • Evaluate whether Core FS solutions can replicate existing system integrations. Identify which integrations can be supported with minimal change, significant rework, or not at all.
  • Document the Federal Risk and Authorization Management Program (FedRAMP)/Cloud Hosting/Authorization to Operate/Interconnection Security Agreement/Audit/Scanning/Logging approach.
  • Assess additional features and total cost - highlight features not present in Oracle Federal Financials that could add value, estimate complexity / cost to adopt them.
  • Technical Support for Reporting - assess integrations related to client's reporting needs (e.g., feeds into Finance staff reports).
  • Quantify vendor fit - develop the ranking of the solutions, prepare evaluation criteria and service-measure indicators that will be used in source selection and future performance monitoring.
  • Provide input on API/interface configurability, critical to client's ranking of Core FS flexibility.
  • Draft analytical deliverables - co-author the Oracle Federal Financials -vs- the custom Oracle solution and Momentum solution Gap Report, Gap Analysis Report, Additional Features Report, System Recommendation Report, and the Evaluation Criteria & Service Measures Report called out in the deliverable schedule.
  • Support project governance - present findings during weekly stand-ups, provide input for the Monthly Summary Status Reports, and maintain traceability of risks, issues and assumptions in coordination with the Project Manager.
Qualifications
  • Education - bachelor's degree in business, Information Systems, Accounting, Engineering, or related field.
  • Expertise in Oracle E-Business Suite and/or Momentum and financial systems' integration methods (file, webservice, DB connections).
  • Proven expertise in system integration methods including file transfer, direct database connections, and real-time web services (SOAP/REST APIs).
  • Hands-on experience with Oracle E-Business Suite (EBS), including integrations with external systems.
  • Familiarity with federal IT standards (FedRAMP, ATO, interconnection agreements, audit logging).
  • Ability to conduct gap analysis of integration capabilities between legacy and modern financial systems.
  • Proficiency in data mapping and documentation of interfaces, including data elements, system partners, and transmission methods.
  • Strong communication skills to work with federal accountants, IT staff, and solution vendors.
  • Workdays: Monday-Friday
  • Must be a US Citizen or have a Permanent Resident Card
  • Demonstrated excellent customer service skills.
  • Proficient in Microsoft Word, Power Point, and Excel
  • Strong communication, presentation, analytical, and technical skills.
  • Demonstrated ability to work independently with minimal supervision.
  • Bachelor's degree or equivalent related experience.
  • Must be able to clear a federal background investigation - Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
Additional Information

Salary Information:

Salary is commensurate with experience, ranging from $100,000 to $125,000.
