Job Description

We are seeking Senior Federal Accountants to support the client in assessing the reimplementation of its core financial management system. This role requires deep expertise in federal accounting standards, processes, and reporting requirements, combined with the ability to evaluate financial system capabilities, integrations, and reporting functions.

The Senior Federal Accountant will be instrumental in documenting client's current accounting processes, analyzing gaps between legacy Oracle Federal Financials and modern Core FS solutions, and providing recommendations to ensure compliance, accuracy, and efficiency in federal financial management.

Responsibilities:

  • Financial Process Documentation
    • Review client's Accounting Manual to identify documented finance functions.
    • Collaborate with client's Finance staff to document undocumented functions and key financial processes.
  • Integration & Reporting Analysis
    • Review and validate existing finance integrations (internal client and external government-wide systems).
    • Identify and document client's reporting needs and evaluate how Core FS solutions support them.
  • Gap Analysis
    • Compare current Oracle Federal Financial's capabilities with approved Core FS solutions.
    • Identify finance functions, integrations, and reporting capabilities that require minimal change, significant rework, or cannot be supported.
    • Contribute to cost/complexity estimates and recommendations for addressing gaps.
  • Deliverable Development, draft and contribute to major deliverables, including:
    • Current Finance Functionality Report
    • Gap Report
    • Gap Analysis Report
    • Additional Features Report
    • Core FS Solution Summaries
    • Service Measures Report
  • Collaboration & Communication
    • Work closely with the Project Manager, Systems Integration Specialist, Financial Systems Analyst, and client stakeholders.
    • Participate in weekly meetings, prepare input for monthly status reports, and communicate findings clearly to both technical and non-technical audiences.
Qualifications
  • Minimum Education: Bachelor's degree or higher
  • Minimum Experience: 3 years of Federal Accounting
  • Strong knowledge of federal accounting standards and processes, including Accounts Payable (AP), Accounts Receivable (AR), General Ledger (GL), and procurement-related functions.
  • Familiarity with federal financial systems (e.g., the Oracle Fusion Cloud ERP platform pre-configured solution, Momentum).
  • Experience in financial reporting and analysis for federal agencies.
  • Excellent written and verbal communication skills, with the ability to translate technical findings into clear business recommendations.
  • Experience supporting SSA or similar federal agencies in financial system modernization or migration projects.
  • Knowledge of OMB directives (e.g., M-19-16) and FM QSMO marketplace Core FS solutions.
  • Exposure to system integration analysis and understanding of data/reporting dependencies.
  • CPA or CGFM (Certified Government Financial Manager) certification preferred.
  • Workdays: Monday-Friday
  • Must be a US Citizen or have a Permanent Resident Card
  • Demonstrated excellent customer service skills.
  • Proficient in Microsoft Word, Power Point, and Excel
  • Strong communication, presentation, analytical, and technical skills.
  • Demonstrated ability to work independently with minimal supervision.
  • Bachelor's degree or equivalent related experience.
  • Must be able to clear a federal background investigation - Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
Additional Information

Salary Information:

Salary is commensurate with experience, ranging from $100,000 to $120,000.
