Job Description

Responsibilities

  • Provide technical and analytical expertise to assess how the existing Oracle Federal Financials functions map to approved FM QSMO Core FS solutions: CGI Federal's Momentum-as-a-Service and Creoal-SMX's Elevate FM Financials (built on the Oracle Fusion Cloud ERP platform pre-configured solutions for federal Procure to Pay, grants disbursement, travel reimbursement, cash receivables, and reporting.)
  • Focus on hosting models, compliance, FedRAMP/ATO requirements, and cost/complexity assessments.
  • Support federal accounting gap analysis from a systems perspective.
  • Research and document pros and cons of deployment models (SaaS, PaaS, on-premise hosting).
  • Review and document the FedRAMP authorization, security controls, interconnection agreements, audit logging, and scanning capabilities of each Core FS solution.
  • Work with Accountants and PM to quantify implementation and operational costs for Core FS solutions.
  • Estimate complexity and resource implications for significant rework or unsupported functions.
  • Collaborate with Federal Accountants to analyze existing Oracle Federal Financials vs. Core FS gaps in configuration, reporting, and integration flexibility.
  • Identify which functions require significant rework and assist in evaluating possible solutions.
  • Document Core FS capabilities for customization:
    • Field configuration,
    • Forms and user setup,
    • API/interface configuration,
    • Internal reporting customization
  • Assist in recommending SSA-specific performance service measures aligned with FM Provider Service Measure categories.
Qualifications
  • Bachelor's degree in Accounting, Finance, Information Systems, or related field (Master's preferred).
  • 5+ years of experience in financial systems analysis, system implementation, or modernization projects.
  • 3+ years of experience in federal financial management systems (e.g., Oracle, Momentum).
  • Deep understanding of federal financial management processes (Accounts Payable, Accounts Receivable, General Ledger, Procurement, and Reporting).
  • Experience conducting fit-gap analysis between legacy systems and modern financial systems.
  • Familiarity with federal IT compliance requirements including FedRAMP, Authorization to Operate (ATO), and interconnection security agreements.
  • Ability to evaluate and compare SaaS, PaaS, and on-premise/agency-hosted models, identifying trade-offs in cost, flexibility, and risk.
  • Strong skills in cost/complexity estimation for financial system rework and customization.
  • Proficiency with data analysis and documentation methods to support decision-making and deliverables.
  • Excellent communication skills to translate technical system findings into accounting/business terms for stakeholders.
  • Workdays: Monday-Friday
  • Must be a US Citizen or have a Permanent Resident Card.
  • Demonstrated excellent customer service skills.
  • Proficient in Microsoft Word, Power Point, and Excel
  • Strong communication, presentation, analytical, and technical skills.
  • Demonstrated ability to work independently with minimal supervision.
  • Bachelor's degree or 8 years' equivalent related experience.
  • Must be able to clear a federal background investigation - Applicants selected will be subject to a government security investigation.
Additional Information

Salary Information:

Salary is commensurate with experience, ranging from $90,000 to $100,000.
