Job Profile Summary

This role focuses on performing a variety of financial activities, including accounting, financial analysis, audit, tax, and collections, while ensuring compliance with regulatory standards. In addition, this role focuses on performing the following Payroll duties: Ensures employees are paid accurately and timely with correct withholding and deductions. Responsibilities also include calculating overtime, shift payments, bonuses, accounting, distributing, and preparing taxes and deductions, maintaining payroll records, preparing reports for management or to meet legislative obligations, ensuring payments comply with collective bargaining agreements, legislation, or other regulatory instruments, preparing and distributing pay information to employees, and answering questions from employees and supervisors regarding payroll matters. A professional individual contributor role that may direct the work of other lower level professionals or manage processes and programs. The majority of time is spent overseeing the design, implementation or delivery of processes, programs and policies using specialized knowledge and skills typically acquired through advanced education. An experienced level role that applies practical knowledge of job area typically obtained through advanced education and work experience. Works independently with general supervision, problems faced are difficult but typically not complex, and may influence others within the job area through explanation of facts, policies and practices.

Job Overview

This position is responsible for ensuring the compliance with established payroll policies and procedures as well as federal and state regulations. This position is also responsible for monthly, quarterly, and year-end activities, reconcile and distribution of W-2 and W-2C. Provides support to employees and managers for the resolution of employee & locations payroll tax concerns.

Job Description

Minimum Qualifications:

1. Bachelor's degree in a related field and five (5) years of payroll or relevant business experience including experience within an automated payroll system or Associate's degree in a related field seven (7) years of payroll or relevant business experience including experience within an automated payroll system.

2. Experience with Excel or another spreadsheet software.

3. Experience with multistate taxation required.

4. Experience with payroll products, tax calculations, and compliance.

5. Experience with wage garnishments, general ledger, payroll systems, and payroll tax.

Preferred Qualifications:

1. Seven (7) years of payroll or relevant business experience including experience within an automated payroll system.

2. Experience with Workday.

3. Experience with UKG timekeeping.

4. Experience with ADP Smart Compliance

5. Experience with report writing.

6. Experience with conversions.

7. Certified payroll processional (CPP) or Fundamental Payroll Certification (FCP).

Duties and Responsibilities: The duties and responsibilities listed below are intended to describe the general nature of work and are not intended to be an all-inclusive list. Other duties and responsibilities may be assigned.

1. Processes payroll and taxes for multi-state locations in compliance with Statutory Regulations, Employment and Labor Standards.

2. Supports and assists Payroll service center in resolution of payroll inquires, research requests and other inquires related to payroll taxes, deductions, wage withholdings, etc.

3. Responsible for monthly, quarterly and year-end activities, reconcile and distribution of W-2.

4. Oversees the smooth operation of Payroll and Time & Attendance systems (ADP, Workday & Kronos).

5. Identifies opportunities for improvement in terms of clarity, efficiency, and ease of use of Payroll processes and helps facilitates these changes

6. Contributes to the design of training materials and programs used for Payroll.

7. Monitors and managers payroll legislation compliance.

8. Ensures that payroll information is reported to federal, state, and local agencies as may be required.

9. Reviews analyses of financial data and derives insights.

10. Designs, documents, and reviews payroll tax processing procedures.

11. Monitors and oversees resolution of issues/queries in Workday and continually maintains smooth operations of Workday payroll processes.

12. Approves transactions in HCM or other technologies with payroll downstream impacts/effects.

13. Takes ownership of tax processes.

14. Analyzes payroll processes and identifies opportunities for improvement in terms of clarity, efficiency and ease of use.

15. Contributes to the design of training materials and programs used for Payroll.

16. Reviews and resolves recurring payroll problems.

17. Prepare and file appropriate client tax agency EFT registrations, Federal E-File registrations and reporting agent authorizations as needed.

18. Support education of clients and Payroll service center representatives with tax related questions.

19. Designs, documents and reviews payroll tax processing procedures.

20. Investigates issues/queries in Workday and continually maintain smooth operations of Workday Payroll processes.

21. Provides operational support to the Payroll team and resolves payroll tax amendments for employees.

22. Collaborates with Payroll Advisory specialists within the HR Service Center to ensure all employee inquiries are addressed.

23. Analyzes multi-state payroll tax data within ADP and ensures payroll information is reported to federal, state, and local agencies as may be required.

24. Analyzes financial data and provides input to the Manager Payroll Tax to support tax reporting in partnership with ADP.

25. Ensure compliance and accuracy while maintaining up to date knowledge of tax issues related to Federal, State and Local Tax compliance.

26. Assist with analytical review of tax variances and drive ongoing improvements with system development and education.

27. Recommend solutions and best practices to simplify payroll tax compliance needs.

Physical Requirements:

1. Work environment: professional office environment with typical office requirements such as computers, phones, photocopiers, filing cabinets, etc.

2. This is largely a sedentary role, which involves sitting most of the time, but may involve movements such as walking, standing, reaching, ascending / descending stairs and operate office equipment.

3. Able to see and read computers displays, read fine print, and/or normal type size print and distinguish letters, numbers and symbols.

4. Occasionally lift and/or move up to 25 pounds.

5. Ability to work in confined or open environments.

6. Ability to work independently or in a team environment.

Skills & Abilities:

1. Advanced knowledge of payroll tax laws including federal, state and local laws.

2. Advanced knowledge of payroll tax processes to be able to train the members of the team.

3. Advanced understanding of utilizing payroll database software.

4. Interpersonal, communication and presentation skills necessary to effectively relate to employees, department managers, and external persons and agencies.

5. Computer skills sufficient to operate client-server and PC software applications. Ability to learn new software quickly.

6. Analytical and math skills necessary to prepare statistical reports.

7. Detail oriented and accurate.

8. Critical thinking skills needed to investigate and resolve issues.

9. Incumbent uses independent judgment. Ability to prioritize workload.

10. Must be a proactive to complete tasks and projects with little supervision.

11. Ability to troubleshoot issues.

12. Collaboration skills.

13. Proficient with MS Office.
