PROGRAM MANAGER / SENIOR TECHNICAL LEAD
Location: Washington, D.C. | Type: Part-Time (0.5 FTE) | Clearance: TS/SCI

Overview
DarkStar Intelligence is seeking a highly experienced Program Manager / Senior Technical Lead to serve as Key Personnel supporting the DHS Office of Intelligence and Analysis (I&A) under the Analytic Tradecraft Assistance Program (ATAP). This role provides program management, technical oversight, and tradecraft leadership to ensure delivery of high-quality analytic mentorship, diagnostic, and remediation services. U.S. citizenship and an active TS/SCI clearance are required.

Key Responsibilities

  • Serve as the single point of contact with the Contracting Officer and COR.
  • Provide program oversight, deliverables management, and contract performance reporting.
  • Lead and guide senior analytic tradecraft mentorship and evaluations.
  • Develop project plans, schedules, and performance metrics to align with DHS objectives.
  • Coordinate with DHS leadership to harmonize all phases of the intelligence cycle.

Minimum Qualifications

  • Active TS/SCI and DHS Eligibility
  • Bachelor's degree and 10+ years IC experience, or equivalent (Associate's degree + 12 years; Master's degree + 8 years).
  • Relevant all-source analytic training for a recognized IC schoolhouse and/or IC certification.
  • Proven leadership as a Team Lead or higher with experience mentoring junior analysts.
  • Familiarity with ICD 203 and post-production tradecraft evaluations.
  • Strong program management and communication skills.

Desired Qualifications

  • DHS I&A experience preferred.
  • Organizational evaluation/diagnostics experience within IC agencies.
  • Background in economic security issues, supply chain vulnerabilities, or illicit trade.
  • Knowledge of DHS I&A authorities, missions, and the Intelligence Enterprise.
  • 3+ years managing all-source analysis efforts (10 FTEs).

Additional Details
Travel: Up to 10% (CONUS/OCONUS as required).
Work Environment: Primarily on-site / SCIF-based at DHS Nebraska Avenue Complex.
