The pay range above represents the minimum and maximum rate for this position in California. Factors that may be used to determine where newly hired employees will be placed in the pay range include the employee specific skills and qualifications, relevant years of experience and comparison to other employees already in this role. Most often, a newly hired employee will be placed below the midpoint of the range. Salary range will vary for remote positions outside of California and future increases will be based on the pay band for the city and state you reside in.

POSITION SUMMARY

The Principal Data Analyst will leverage analytic and technical skills to innovate, build, and maintain well-managed data solutions and capabilities to tackle business problems. The Principal Data Analyst will act as the Analytical and Technical expert and will provide analytic leadership to support Gold Coast Health Plan (GCHP) Analytics team. Works closely with business and technology leaders to develop innovative analytic solutions, create actionable insights and drive better decisions and performance to help GCHO fulfill its mission.

ESSENTIAL FUNCTIONS

Job Function & Responsibilities

* Be part of a group of individuals, dedicated to maintaining and enhancing the overall quality of healthcare provider data from each disparate source system

* Perform data quality checks for each data source system

* Prepare scorecards/dashboards on data quality and data governance metrics

* Resolve profile and affiliation data issues on a case-by-case basis

* Effectively convey the business rules and definitions and promote them within the business areas

* Contribute to the HL7/FHIR data model. Provide the business rules, definitions, etc.

* Provide business requirements. Work with IT system analysts during system development and provide them with requirements

* Keep Product/Capability Owners and IT informed of business changes that impact data. As the business environment evolves, changes are needed in systems and data to ensure that they continue to support the business. Information about these changes must be transmitted to IT on a timely basis to ensure that the data asset can be appropriately leveraged.

* Engage with application subject matter experts to understand the processes, rules, requirements and deficiencies of healthcare provider data within GCHP

* Develop business requirements and participate on IT projects focused on developing master data management capabilities across GCHP

* Manage the client intake requests and build into ad-hoc request

* Establish process to report model output and achieve historical data

* Control quality of work flow and document the process

* Enhance the accuracy of model outputs to optimize operational performance and achieve financial targets

MINIMUM QUALIFICATIONS

Education & Experience:

* BA/BS in computer science, mathematics, information management, business, or equivalent experience

Equivalent In lieu of degree: Will accept experience in any combination of academic education, professional training, or work experience, which demonstrates the ability to perform the duties of the position.

* 15+ years of experience of performing data analysis and reporting development

* 15+ years of experience with writing SQL queries and stored procedures with relational databases

* 10 + years of Healthcare / Large Managed Care environment experience required.

* 5+ years of experience with Agile project methodology terminology and processes

* Experience using SQL, dB Visualizer, AWS, Azure, Cloud technologies

* Experience with Power BI or similar data visualization tools

KNOWLEDGE, SKILLS & ABILITIES

Preferred Qualifications:

* Exposure to non-relational databases and tools, such as Cassandra, Kibana, JSON, JAVA, Python, and Spark

* In-depth knowledge of healthcare interoperability and patient data aggregation

* Ability to effectively communicate, at times in a non-technical language, with customers at all levels of the organization.

* Up to date knowledge of HL7 v2, HL7 CDA and FHIR interface mapping

* Analytical experience involving pulling an analytical story together to present to leadership

* Solid presentation and interpersonal skills

* Solid written, technical documentation and oral communication skills

* Ability to plan, implement, test, and troubleshoot complex technology, software, and system solutions

* Understanding of statistical tools

Technology & Software Skills: Advanced computer skills in MS Office products.
