This position serves as the lead worker for a crew of workers performing public works maintenance or construction.
- Salary range $61,862.60 - $74,306.26 (DOQ)
- Schedule:
- Monday - Friday, 7am - 3:30pm;
- Seasonal/snow removal hours required during peak times, including on weekends and overnight hours.

Essential Job Functions The job functions listed herein are neither exclusive nor exhaustive, but are intended to be illustrative of the types of tasks the employee will most likely be expected to perform on a regular basis. The employee may be asked to perform different or additional tasks than the ones listed here, as the needs of the employer and/or the requirements of the position change. General:
- Plans, assigns and coordinates daily job assignments; works with direct supervisor in setting daily and weekly job assignments.
- Prepares worksite area; marks streets for hotlines before start of job; sets road detours and lane closures as needed, etc.
- Schedules mechanical repairs and maintenance work on all types of equipment and assures that it is completed.
- Monitor and checks the work of the crew/s, providing guidance, training, and support to improve efficiency and quality of work.
- Operates all types of equipment used in street construction, maintenance and snow removal, including loaders, skidsteers, backhoes, leaf machines, snowplows, etc. and tools such as rotary and pipe lasers, concrete saws.
- Keeps track of daily jobs and when they are completed; works with other departments as jobs and locations change.
- Prepares required records and reports of work performed.
- Assists in street cleaning and maintenance, snow removal operations, leaves and brush removal, etc.
- Determines the staffing, tools and supplies needed to perform the daily jobs/tasks.
Crew Leaders shall perform some or all the tasks in the following categories depending on the area assigned: Assigned Duties Related to Streets:
- Proficient knowledge in HMA and concrete paving techniques required to properly complete the maintenance and repair of the City's streets.
- Knowledge of and ability to use an asphalt paver, mill, dozer, grader, horizontal grinder and backhoe.
- Completes layout and verification surveys to assure proper line and grade of paving project
Assigned Duties Related to Sewers:
- Works with the Engineering Division on various projects including sewer installs, walls, and other jobs.
- Ensure that all sanitary sewer and storm sewer maintenance and repair work meets industry standards and comply with local regulations and engineering specifications.
- Oversee the cleaning, maintenance, and repair of stormwater drains, sanitary sewer lines, catch basins, and other related infrastructure.
- Investigate sewer systems issues and troubleshoot repair or remediation of blockages, cracks, or other issues and perform or supervise repairs as needed.
- Enforce safe work practices, including the use of proper protective gear and that trench and confined space safety protocols are followed.
Assigned Duties Related to Signs and Signals:
- Proficient electrical knowledge required to solve electrical maintenance and repair problems.
- Perform construction, installation, and maintenance of traffic signals, bases, detection cameras, pedestrian push buttons and cabinet components.
- Install and maintain ornamental and street lighting systems up to 480 volts.
- Performs preventive maintenance tasks including inspection, cleaning, oiling, and adjusting electrically operated systems, equipment, and devices.
- Uses common electrical test devices such as a voltmeter and ohmmeter.
- Installs and pulls cable underground from source of feed; splices and connects wires; repairs and replaces streetlight poles, bases, and luminaires.
- Perform maintenance, testing, and repair on city-owned warning sirens.
- Maintain, repair, replace, design, print, and assemble city signage.
- Maintain and install traffic pavement markings.
- Assists in delivering and placing voting booths, counters, signage, and related items.
- Delivers, maintains, and places Modular Vehicle Barriers and traffic control for parades and special events.
- Rotates on-call schedule throughout the year and responds to repair emergency calls for traffic signals, streetlights, signs, and traffic control
- Maintains inventory and orders supplies for traffic signals, streetlights, warning sirens, signs, and
- Operates heavy equipment to install and repair streetlights and traffic signals
- Operates bucket truck, working at heights above 50 feet
Assigned Duties Related to the Repair Shop:
- Acts as a first line of contact for employees, customers, vendors and secondary for parts acquisition.
- Schedules, assigns, and reviews Mechanics' work activities. Coordinates shift work activities with other City departments and various vendors and dealers.
- Completes initial vehicle and equipment receipt and inspection; interacts with manufacturers and vendors regarding warranty programs and repairs as needed; prepares vehicle and equipment for disposal, online auction, conventional auction or salvage.
- Analyzes and reviews work orders on a computer-generated program for purpose of repair and preventive maintenance requirements. Determines work priorities and monitors costs and billable items.
- Oversee and/or perform a full range of mechanical maintenance and repair tasks of all city fleet and equipment. Ensures repairs and maintenance complies with local, State, or national standards.
- Performs quality control inspections of shop work to ensure work meets standards and is performed completely with accurate documentation.
- Works with a team of mechanics, diagnosing and resolving complex mechanical issues, and providing guidance and training.
- Provides information to department supervisors and to vehicle operators concerning the repair, usage and proper operation and care of vehicles and equipment.
- Creates daily reports of all shop activity and repairs. Verify proper repairs were performed by technicians and documented properly.
- Performs arc and gas welding or cutting for maintenance, repair and construction of City equipment.
- Operates all equipment and electronic test equipment such as multi-meters, computers, and self-test equipment.

Graduation from high school and at least 2 year of specialized technical school training or Associates Degree in Diesel and Heavy Equipment Mechanics, plus 4 - 6 years of related experience and / or certification as a journeyman mechanic; experience in public works construction including landscaping, street maintenance, sanitary and storm sewer maintenance and electrical work and including some supervisory experience; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:
Knowledge of
- The materials, methods, practices, techniques and equipment used in public works construction and maintenance projects.
- The operation, routine servicing and maintenance of standard and specialized automotive construction equipment.
- Traffic signs and lights and the ability to safely install and maintain electronic traffic signals.
- The use of standard office equipment including computers and relevant software.
- Occupational hazards and the methods and techniques used to avoid or minimize risks.
- The operating principles of internal combustion engines, drive trains, electrical systems, multi-plexed electrical systems, CAN (controller area network) electronic systems, chassis components of vehicles and other motor-driven equipment.
- The current industry standards, materials, tools, and equipment used in the maintenance and repair of motor operated vehicles.
- Of occupational hazards and safety practices in the maintenance, repair, and operation of motorized vehicles and equipment.
- Of the tools, materials, and equipment used in fabrication, welding, and maintenance.

- Diagnose mechanical failures and defects in wide variety of vehicles and equipment.
- Use all tools and equipment necessary to accomplish automotive maintenance and repair including, OEM software (Cat, Cummins, Allison, Detroit, and ford/GM.)

Valid Wisconsin driver's license; CDL with A, B, and C endorsements and N preferred but not required; must have the ability to successfully complete a pre-employment post-offer physical including drug screen upon hire, and the ability to remain drug and alcohol free within legal guidelines (random drug and alcohol screens will be made throughout employment); CPR and First Aid certification and the specific training or certifications must be completed within 12 months of hire Streets:
Sewers: Obtain and maintain NASSCO certifications:
- LACP (Lateral Assessment Certification Program)
- PACP (Pipeline Assessment Certification Program)
- MACP (Manhole Assessment Certification Program)
Signs and Signals: Minimum of IMSA Level I Traffic Signal Technician. Shop: ASE (Automotive Service Excellence) certifications in all phases of heavy truck and off-road equipment repairs preferred.
