About the Position

The Legal Liaison functions as the liaison between the public and Office divisions regarding requests for records. This position is responsible for processing public records requests, summons, complaints and subpoenas, as well as requests from County counsel, various County departments, and contracted attorneys assigned to represent MCSO in legal action.

Position Qualifications

Education

  • High school diploma or GED.

Experience

  • Two (2) years' experience in a legal and/or law enforcement setting that includes knowledge of processing legal preparations and legal proceedings.

OR

Combined education and experience qualifications

  • Post secondary education may substitute for one (1) year of the minimum qualifications combined with experience on a year for year basis.

Other requirements

  • Obtain Terminal Operator Certification (TOC) within one (1) month of hire; with renewal required every two (2) years.
  • Must possess a valid Arizona driver's license or ability to obtain by the time of hire.
  • Training that may be provided on-the-job: FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Our Preferred Candidate has

  • Experience retrieving/analyzing information from jail management systems/records management systems (JMS/RMS) and Computer-Aided Dispatch (CAD) databases.
  • Advanced proficiency with Microsoft 365 and Adobe Acrobat Professional.
  • Video redaction experience using Adobe Premiere, Axon redaction tools, or similar redaction software.

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

  • Accepts proper legal service for MCSO employees and, when necessary, provides testimony regarding the records produced by the section.
  • Reviews and analyzes various court filings inclusive of motions, subpoenas, and complaints for content and required action.
  • Analyzes and reviews public records requests for content and appropriate action responsive to the requests.
  • Coordinates interviews with attorneys and witnesses and distributes subpoenas for testimony.
  • Researches, obtains, redacts, and duplicates Office records responsive to legal requests.
  • Retrieves and analyzes information from various databases, including SHIELD (JMS) and Computer-Aided Dispatch (CAD) databases.
  • Drafts and prepares reports and correspondence.
  • Documents production and ensures a timely response.
  • Accepts and processes monies received from public records fee payments.
  • Prioritizes and sends out material and forms in accordance with the rules of the court.
  • Tracks claims against the Office and manages records according to status.
  • Ensures records are distributed within the legal time limits.
  • Enters requests for records and receives data from databases.
  • Interacts with County Risk Management, County Counsel, outside appointed counsel, and other law enforcement agencies regarding litigation matters and MCSO records.
  • Provides the public and other entities with proper forms to file requests for MCSO records.
  • Provides customer service via telephone, email, and in person.
  • Processes inmate requests for records.
  • Is present at work site to perform tasks as scheduled and/or assigned by the supervisor.

Knowledge of

  • Legal terminology, principles, and procedures.
  • Arizona Rules of Evidence, Arizona Rules of Civil Procedure regarding rules governing discovery, Arizona Public Records Law, and other legal resources released according to Office Policy and public records procedures.

Skill in

  • Communicating effectively in verbal and written formats as appropriate for the needs of the audience.
  • Operating office equipment, including media recording devices.
  • Preparing detailed correspondence for internal and external audiences.

Ability to

  • Review motions, subpoenas, complaints, and requests for records and independently determine most efficient method for processing.
  • Establish and maintain effective working relationships.

SELECTION PROCEDURE:

The hiring authority will select the successful candidate based on departmental needs.

All offers of employment made to new hires and rehires at Maricopa County are contingent upon successful completion of a post-offer, pre-employment thorough background investigation. Typically, successful candidates are hired at a salary rate, up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances.
