About the Position The Special Project Manager handles analytical and operational projects from inception to completion, including developing project scopes, evaluating progress to ensure that all project goals and timelines are achieved, and developing strategies to improve programs, processes, and operations. As liaison between management, users, and technical professionals, the Special Project Manager provides functional analysis of business process changes and improvements; including new technology, training, and change management. We Require
- Four years of related system analysis experience or professional administrative experience managing projects and conducting complex research and analysis
- Bachelor's degree in business administration, public administration, information systems, or a closely related field
- An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

- Experience with government agencies and process improvement initiatives
- Experience in analyzing complex issues, collecting information, and recommending methods, procedures, and techniques for the resolution of issues
- Experience with relational databases and permit processing software such as, Accela, Energov, etc.
- Advanced proficiency with Microsoft Office applications, including Word, Outlook, PowerPoint, and Excel
- Experience creating business processes and requirements documentation
- Certifications in project management
- Experience using spreadsheets and databases and running complex analysis reports
- Experience with principles and processes for providing excellent customer service and evaluating customer satisfaction
Job Contributions
- Evaluates department operations and programs and recommends and implements process improvements that improve efficiency while maintaining quality
- Creates reports for extracting data to analyze productivity at department-wide and individual staff level and develops data visualization tools such as dashboards
- Develops and refines the methodology and procedures for gathering business requirements, creating design specifications, and building software test plans to meet the needs of managers
- Reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities; trains and coach's staff; develops staff skills and evaluates performance
- Creates and documents standard operating procedures
- Conducts research projects and prepares special studies to advise the Department Director and management team on operations and structure
- Works side-by-side with the Information Technology Department and contract software developers and programmers to resolve questions and issues related to business rules and application functionality
- Creates and maintains all application-related user manuals and provides end-user training on all agency applications
- Maintains and continually updates the Department's internal SharePoint site and external customer-facing webpage; Maintains Department technology and assets inventory tracking
- Helps maintain the Department's strategic plan and corresponding data collection and reporting efforts
Working Conditions
- Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
- Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time
- Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
- Must be able to work in a normal, indoor office environment and occasionally outdoors. Must have the ability to use a computer to enter and/or retrieve data accurately which will require repetitive motion; physical ability to file and retrieve documents and folders from file cabinets; physical ability to use computers, copy machines and other office equipment; physical ability to work at a desk to perform required duties. Must have physical ability to carry documents, supplies or boxes weighing up to 25 pounds in an office environment.
