THOR Solutions is actively seeking a Metrics and Data Analyst to support HM&E efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Update and maintain the N43 CNO availability on-time completion (OTC) tracker, which includes schedules for CNO availabilities four fiscal years in the future and documents the Days of Maintenance Delay (DoMD) and Causes for DoMD for all active and completed availabilities.
  • Develop any required metrics, charts and graphs from the OTC tracker and DoMD and provide them in Power Point presentations. These metrics may require frequent updates to support management decisions and Flag level briefs.
  • Update and maintain the following and make necessary modifications as required by N43 leadership.
    • Bi-Weekly CNO Execution and Planning Placemat PowerPoint presentations and support data inputs into the
    • CNSL/RMC/CNRMC Planning and Execution Dashboard.
    • Weekly CNO Execution and Planning Risk Summary files
    • CNO availability data for the monthly Financial Rainbow chart
  • Update, maintain, track, and report Departure from Specification (DFS) metrics to include number, status and age ofDFS as identified by N43 management. Analyze metrics for fleet and class wide performance and provide recommendations to N43 leadership.
  • Update, maintain, track, and report Electronic Advisory Record Repository Tracking System (EARRTS) metrics to include tracking open and closed action items and corrective action, and other various ad-hoc parameters as identified by N43 management. Analyze metrics and provide recommendations to N43 management.
  • Develop, update and maintain Maintenance & Material Management (3M) metrics in include maintenance accomplishment by Ship's Force and other ad-hoc metrics as identified by N43 management. Analyze metrics and provide recommendations to N43 management
  • Develop various ad-hoc CNO Planning and Execution graphs, charts, and reports summarizing results of assigned analyses to include manhours, financials, growth and new work (G/NW), and schedule.
  • Develop and propose data sources and metrics for measuring the effectiveness and efficiency of the Availability Process from planning through execution. Once approved, analyze the metrics results to provide recommendations for improving the effectiveness and efficiency of the Availability Process.
  • Develop and propose data sources and metrics for determining the root causes of growth and new work impacting CNO Availability durations. Once the root cause analysis is approved, provide recommendations for determining strategies to mitigate root causes of growth and new work.
  • Develop and propose data sources and metrics for engineering analysis of existing data for life cycle maintenance and sustainment strategy improvements
  • Coordinate with CNRMC and ST1 Metrics POCs to leverage existing metrics in support of making recommendations to improve the planning and execution process and to ensure the actual availability, planning and execution, are successful in meeting key events and milestones.
  • Generate Power Point presentations outlining various results and recommended actions for meetings and briefings.
  • Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding metrics and data analysis support during normal office hours if not already engaged in out of office metrics and data analysis support matters.

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • Bachelor's degree in engineering or other related scientific/technical discipline
  • Fifteen (15) years naval shipboard maintenance experience.
  • Five (5) years professional experience in database design, and management, and data analysis involving complex projects.
  • Five (5) years expertise with naval maintenance and/or naval information technology and IT systems.
  • Five (5) years experience with CNO availability processes and milestones.
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
