THOR Solutions is actively seeking a TSRA Visit Agenda Building Analysis, Development, and Maintenance Engineer to support Damage Control efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Develop, maintain and manage a TSRA Matrix Database designed to support the alignment of Naval Surface Force Ships, Shipboard configuration and designated TSRA Visit Types. The database will be used for the management of the TSRA Matrix.
  • Develop, maintain and manage a TSRA Agenda Building Database (sometimes referred to as MAI Utilities) designed to integrate the TSRA Matrix with Navy Surface Ship Configuration and Equipment Failure data with Navy approved Assessment procedures. The database will be used for generation of TSRA Visit Agendas on a case-by-case basis should the normal agenda building process fail. The database will also provide the ability to produce reports and metrics for TSRA Visit program management support.
  • Analyze database performance and provide reports with findings and recommendation for changes.
  • Access Navy Surface Ship Configuration and Equipment Failure databases as necessary to upload required data to build a TSRA Visit Agenda on a case-by-case basis.
  • Access Navy Assessment Procedure data sources as necessary to upload required data to build a TSRA Visit Agenda on a case-by-case basis.
  • Develop, maintain, update and manage a Software Change Document (SCD) Database designed to track approved software changes for the TSRA Matrix Database and TSRA Agenda Building Database. The SCD Database should also contain definitions on how the databases operate for future troubleshooting and diagnostics.
  • Provide status reports on developments to the database.

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • High School diploma, GED, or equivalent.
  • Five (5) years' experience (within the last two (2) years) in database design and management.
  • Five (5) years' experience (within the last two (2) years) in database management across a network with multiple users.
  • Five (5) years' experience (within the last two (2) years) in data analysis support for complex projects and experienced with Microsoft Office, especially with Access, Excel, and PowerPoint.
  • Two (2) years (within the last two (2) years) of experience with U.S. Navy shipboard configuration management, especially in the review and validation of shipboard configuration.
  • Familiarity with Navy Surface Ship Configuration Databases; how to access data content, download information, types of data available in each database, and how each database is kept updated.
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
