SUMMARY
-
The Fiscal/Budget Director oversees financial operations, budgeting, contracting, and reporting for the Office of Aging Services and the Office of Community Connections. This role ensures fiscal integrity, compliance with county, state, and federal requirements, and effective use of resources to support departmental goals. The Director manages fiscal staff, develops budgets and financial reports, oversees contracts and grants, administers data systems, and works closely with leadership on long-term financial planning and strategy. Responsibility to lead, evaluate, hire and educate fiscal team. Reports directly to HHS Office of Finance Administrator.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Lead development, implementation, and monitoring of County and State budgets, grants, contracts, and reports.
- Ensure fiscal operations comply with Generally Accepted Accounting Principles (GAAP), statutes, and regulations.
- Supervise fiscal staff; hire, train, evaluate, and support performance improvement.
- Oversee fiscal monitoring and compliance with county/state requirements for various sponsored funding sources related to aging services.
- Conduct financial analysis, forecasting, and reporting to guide expenditure and revenue strategies, both for the state and county.
- Ensure timely and accurate completion of invoices, audits, and fiscal reports.
- Develop and implement fiscal policies, procedures, and controls to improve efficiency and accountability.
- Manage Human Services Block Grant funding and procurement processes.
- Coordinate with IT and Program Office staff related to fiscal and data functions.
- Contribute to departmental planning, strategic initiatives, and special projects.
- Performs all other duties as assigned with the scope and range of job responsibilities.

QUALIFICATION REQUIREMENTS

Education and Credentials
- Bachelor's degree in business administration, finance or a related field.
- Experience in a public/governmental organization is beneficial but not required.
Experience and Skills
- 10 years of progressive experience working in a large organization resulting in extensive knowledge and experience in fiscal operations and management required.
- Strong fiscal management, budgeting, accounting, and financial reporting expertise.
- Knowledge of grant procedures, regulatory requirements, and compliance in human services.
- Advanced analytical, problem-solving, and administrative analysis skills.
- Effective planning (short- and long-range), organizational, and time management abilities.
- Proven leadership, supervisory, personnel management, and team-building skills.
- Excellent interpersonal, verbal, written, and presentation communication skills.
- Skilled in negotiation and conflict resolution.
- Proficiency in Microsoft Office (Word, Excel, Outlook) and ability to analyze and apply data to decision-making.
- Understanding of hardware/software operations and spreadsheet applications.
- Ability to collaborate effectively with staff, community partners, and county officials.

- This position requires the following clearances as a condition of employment: Child Abuse History Clearance, PA Criminal Record History, and FBI Fingerprint Clearance.
- Onsite in-person attendance is required as directed by Administrator.
