Job Overview
Chugach Government Solutions, LLC is seeking a highly qualified Senior Acquisition & Assistance (A&A) Policy Analyst to provide expert-level regulatory, policy, and analytical support to the USAID Office of Acquisition and Assistance (OAA). The Analyst will lead the development, issuance, and maintenance of Agency deviations, oversee A&A-related policy directives, and advise leadership on complex regulatory matters. This position requires an active Secret clearance and may be performed remotely with in-office presence as required. Salary: $155,000- $175,000 Work Model: Hybrid
Responsibilities
Essential Duties and Job Functions:
- Draft, revise, and issue AIDAR class deviations to implement RFO provisions, FAR changes, Executive Orders, and OMB directives.
- Prepare and issue Acquisition and Assistance Policy Directives (AAPDs) to reflect superseding RFO provisions or other regulatory and policy deviations.
- Prepare and process A&A-related ADS revisions in coordination with Agency leadership for urgent or conforming updates, including process improvements.
- Integrate mandates and reporting requirements into USAID's A&A framework, including those from OMB, SBA, FAR Council, and Executive Orders.
- Lead preparation and submission of mandatory RFO implementation progress reports and other compliance reports.
- Liaise with the Department of State A&A offices to coordinate custodianship of the AIDAR, ADS chapters, and related guidance.
- Advise senior leadership on complex regulatory and policy intersections between USAID and DoS, including award transitions and responsibilities
- Analyze complex regulatory issues such as unabsorbed overhead recovery and provide consistent guidance to reduce litigation risk.
- Coordinate targeted communications to implementing partners on regulatory or policy changes.
- Provide policy advisory support to COs/AOs through centralized inquiry mailboxes with administrative support
- Conduct procurement system integrity reviews and provide support for A&A warrant processing
- Support the Agency Competition Advocate by reviewing justifications and approvals (J&As) or other exceptions to competition.
- Provide advisory support on Agency protests, claims, termination settlements, ratifications of unauthorized commitments, and formalization of informal commitments.
Accountable For:
- Knowledge of FAR, AIDAR, 2 CFR 200 and 700, ADS policy frameworks, Executive Orders, OMB guidance, and federal acquisition policies.
- Skilled in regulatory drafting, policy analysis, interagency coordination, compliance reviews, and stakeholder engagement.
- Ability to interpret complex statutory and regulatory requirements; manage interagency coordination; advise senior leadership; and draft policy guidance with clarity and precision.
Job Requirements
Mandatory:
- Bachelor's degree in Business Administration, Public Administration, Economics, or related field.
- Minimum 7 years of experience with U.S. Government contract/grant regulatory and policy frameworks.
- Mastery of FAR, AIDAR, 2 CFR 200 and 700, and ADS frameworks, including deviation and rule-making issuance.
- Experience drafting regulatory, policy, and operational documents (e.g., Action Memoranda).
- Experience managing interagency policy coordination, preferably with the Department of State or other acquisition entities.
- Strong analytical abilities related to USG A&A legal and regulatory requirements, including risk identification and mitigation.Superior written and verbal communication skills for technical, regulatory, and policy language as well as leadership-level messaging.
- Proficiency with Microsoft Office and Google Suite applications.
- Must be able to successfully pass a pre-employment background check and pre-hire drug test.
Preferred:
- Graduate degree or professional certification (e.g., FAC-C, DAWIA).
- Additional experience in compliance reviews, warrant support, and competition advocacy functions.
Working Conditions:
- Full-time, 40 hours per week. Remote-eligible with required in-office presence as needed. Fast-paced environment with frequent deadlines and interagency coordination.
Physical Requirements:
- Primarily sedentary, requiring extensive computer and document preparation work. Must be able to participate in meetings and policy discussions.
