HJF is seeking a Program Manager IV to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program's stated objectives. Typically oversees a highly complex scope of work.

This position will be in support of the Domestic Operations portfolio of awards primarily in the San Antonio market and will work closely with HJF leadership, Portfolio program and project managers, scientific investigators, and customers to meet programmatic goals. Reports directly to the Director, Domestic Operations.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.



  • Establish and maintain effective working relationships with key award customers on matters of mutual interest. Track and report on progress and outcomes.
  • Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results.
  • Identify project interdependencies, aligning resources and efforts where appropriate.
  • Supervise, advise and guide Domestic Operations Program and Project Managers and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.
  • Support and participate in planning, creation and submission of proposals and agreements as requested.
  • Collaborate closely with the Senior Director, HJF San Antonio, HJF Capture Manager, and other HJF Portfolio personnel in developing and meeting HJF strategic, and as necessary operational, goals in San Antonio and throughout the region. Execute key engagements with customers as assigned to meet these goals.


Supervisory Responsibilities



  • Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.


Education and Experience



  • Bachelor's Degree required, preferably in Business Administration or Life Sciences field of study, Master's Degree preferred.
  • 10+ years of experience is required.


Required Knowledge, Skills and Abilities



  • In-depth knowledge of federal budget processes and fundamental principles of project management.
  • Must have experience working with government in managing research contracts/grants.
  • Solid interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software.
  • Prior experiences in the life sciences strongly preferred.
  • Ability to obtain a T1/Public Trust background check.


Physical Capabilities



  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods.


Licenses and Certifications



  • Project Management Professional (PMP) preferred.


Work Environment



  • This position will take place primarily in an office setting.


Compensation



  • The annual salary range for this position is $100,500-$140,000. Actual salary will be determined based on experience, education, etc.
