Executive Service EMERGENCY MANAGEMENT ADMINISTRATOR 2 Department of Military Tennessee Emergency Management Agency Nashville, TN Salary: $5,591 - $7,253 per month Closing Date: 08/25/2025This position has the potential to work from home up to 40% of the time. Who we are and what we do: The Tennessee Emergency Management Agency is currently accepting resumes for the position of Emergency Management Administrator 2 Training and Exercise Manager located in Nashville. This position is for a highly skilled manager to administer and oversee the state-level emergency management training and exercise program. Coordinates strategic effort to plan training and exercise deliveries to build capabilities and essential skills for state and local government agencies charged with specific functions in times of emergencies. Ensures state and county governments have access to requested training and exercise programs and provides guidance on Training and Exercise Plans (TEPs). Ensures compliance with the Emergency Management Performance Grant (EMPG) program and State of Tennessee procurement rules. Writes detailed reporting summarizing grant spending, training and exercise statistics, and other related activities for the Assistant Director for Preparedness. Composes correspondence dealing with subject matter in ways that call for considerable discretion and involve some judgment or negotiation, replying to inquiries, presenting, or requesting information. Manages the data collection and analysis process for state capability and gap reports. Motivates the efforts of public agencies, businesses and industry, and non-governmental agencies to support exercise activities within their scope. Participates in the development of instructional materials to improve education and training programs and methods. Analyzes existing policies and procedures and develops methods for improvement. Completes internal training requirements, and emergency management grant training and exercise requirements. Supports additional FEMA, Homeland Security, and Hazardous Materials training programs. Supports Homeland Security Exercise and Evaluation Program (HSEEP) activities and the development, delivery, and after-action improvement planning of exercises statewide. Supports radiological emergency preparedness and fixed nuclear facility training and exercise activities. Completes preparedness related projects as assigned by the TEMA Director or Assistant Directors. Assigned to the State Emergency Operations Center (SEOC) Plans Section during activation or exercises, or other SEOC positions as required. How you make a difference in this role: Familiarity with available FEMA, Homeland Security, and Hazardous Material training and exercise programs, principles of emergency management, emergency management training and exercise requirements and protocols, and the current nationwide trends. Experience with principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. Familiarity with developing and conducting discussion-based and operations-based exercises utilizing Homeland Security Exercise and Evaluation Program (HSEEP) principles and guidance to a wide variety of cooperators and stakeholders. Demonstrated competency with business and management principles involved in strategic planning, resource allocation, procedures for instructor recruitment, leadership techniques, presentation techniques and delivery methods, production methods, learning management systems, and coordination of people and resources. Experience with principles and processes for providing customer services, customer needs assessment, meeting quality standards for services and documentation, and evaluation of customer satisfaction. Familiarity with grant management, development and reporting protocols for grant work plans, and management of budgets for grant programs. Ability to manage employees with diverse responsibilities. Capacity to develop and present instructional programs to political figureheads, emergency management personnel, state/county/local agencies, volunteer organizations, and first responders. Ability to anticipate changing priorities and proactively prepare adjustments to schedules, anticipate needs during absences, and ensure work responsibilities and commitments will be met. Key Responsibilities:
Minimum Qualifications: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of full-time experience in emergency management work, including but not limited to, response and recovery, planning, programs, operations, preparedness, or mitigation. OR Experience equivalent to seven years of full-time experience in emergency management work, including but not limited to, response and recovery, planning, programs, operations, preparedness, or mitigation.
