Job Summary

Incumbent provides overall budget management, accountability, analysis, and coordination of the Department's financial operations and participates in the long-range strategic planning of the Department. Responsibilities are to develop, plan, and manage the finances for the Department's divisions in conjunction with the CAO. Duties include operating expense/revenue budgets, financial analysis, development and maintenance of complex financial reporting, which require considerable independence, knowledge, skill, and financial modeling experience. This position requires in-depth knowledge of University, campus, and UCDHS fiscal and accounting policies, contracts and grant policies, procedures, practices, and organization. Additionally, this position manages and oversees the processing of purchasing, accounts payable, accounts receivable, processing of academic and staff payroll, and payroll reconciliation. This position must maintain a work schedule during core business hours and provide additional time as needed to meet project deadlines and operational needs. This position provides comprehensive financial oversight and support for the operations in the area of fiscal management, contracts and grants administration, staff and academic personnel actions, procurement, payroll, travel and entertainment reimbursements, and capital assets management. This position provides leadership and supervision for the finance office and ensures compliance with University of Health System policies, as well as from external sponsors (i.e. Federal, State, and private agencies. Requires a broad knowledge of University and UCDHS policies, procedures, practices and organization, knowledge of Extramural Fund Accounting.

This position has administrative responsibility for the day-to day activities of the finance unit. Responsibilities include short- and long-term financial planning including developing and updating financial business plans, strategic planning as directed by Department Chair and CAO, preparing and managing the annual operating budget, and analyzing financial information. The incumbent manages the preparation of monthly division operating reports. Serves as the liaison between high-level administrators within UCDHS and outside agencies and is responsible for analysis and dissemination of information.

This position is responsible for the direct supervision of the Finance Unit. This position is required to interpret policy and procedural guidelines to ensure compliance. The individual independently organizes and determines work priorities to accommodate all deadlines for the incumbent and direct reports. Must adhere to strict confidentiality policies.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • High School Diploma or GED, or equivalent or relevant experience/training.
  • Required education and/or training in business management combined with three years of progressive management experience.
  • Demonstrated expert MS Office experience specializing in advanced MS excel to process spreadsheets, graphing, tables, calculations, and automation to efficiently process large quantities of data relevant to business tasks
  • Demonstrated experience performing high level analytical work, analyzing complex information, performing independent research, presenting complex data in a way that facilitates decision-making and making strategic recommendations.
  • Demonstrated experience preparing financial reports, developing financial projections (long and short term), performing budgetary planning and developing and monitoring budgetary processes. Knowledge and experience in directing standardized operating procedures consistent with applicable policies, rules, and regulations. Knowledge and experience to manage and make decisions on the most difficult financial issues.
  • Demonstrated experience with exercising administrative judgement and assuming responsibility for decisions, consequences, and results having an impact on people, costs, and/or quality of service within a functional area.
  • Demonstrated current knowledge and experience working with policies, practices and procedures in the areas of resource management, academic personnel, staff personnel, budgeting and accounting, procurement, equipment inventory, affirmative action, and collective bargaining.
  • Experience and knowledge in budget preparation, analysis and forecasting with ability to control complex budgets and recognize potential problems.
  • Expert knowledge of Generally Accepted Accounting Principles (GAAP) and University accounting policies and procedures.
  • Demonstrated skills and ability to interpret, understand, and apply University Human Resource policies and procedures, collective bargaining agreements, operating protocols and procedures related to student, staff, and academic positions in areas such as employment, affirmative action, benefits, worker's compensation, merit and promotion, salary administration, corrective action, conflict management, payroll, overtime, data security, access to information, and disability management. Knowledge of FMLA, CFRA, FEHA, ADA, and Worker's Compensation, pregnancy leave and other types of leaves of absence.
  • Demonstrated leadership skills sufficient to participate in the recruitment, selection, training, evaluation, motivating, and making appropriate recommendations on corrective action related to business staff.
  • Demonstrated writing skills to produce concise and direct communications, develop justifications and prepare reports. Excellent oral and written business communication skills as well as interpersonal skills and abilities to work effectively with a wide variety of people, employing tact and diplomacy.
  • Ability to deal professionally with sensitive and extremely confidential information regarding payroll and personnel matters. Ability to maintain strict confidentiality in all aspects of duties.
  • Excellent project management skills in order to develop short and long-range plans and programs to efficiently and effectively coordinate and manage human resource functions, including staff training and development for a complex organization. Skills to research, collect, and analyze data, and to draw conclusions and recommendations.
  • Excellent organization; work independently with minimal direction. Plan, coordinate, direct and or perform numerous varied tasks simultaneously, efficiently and effectively.
  • Demonstrated supervisory skills to effectively lead and delegate tasks, set performance standards, train, motivate, direct staff and evaluate performance. Knowledge, skills, and abilities in human resources management to recruit, select, coach, train, evaluate, and discipline employees.
  • Ability to promote the range of program activities and resources to staff for their use. Demonstrated skills and abilities to operate a personal computer. Knowledge of or ability to quickly learn and direct staff in the use of department specific computer software programs.

Preferred Qualifications

  • Bachelor's degree in accounting, business management, or related field.
  • Experience with AggieEnterprise, Cognos, and Ecotime or similar systems.
  • Experience interpreting and applying University policy, collective bargaining agreements, and state and federal laws related to student, staff, and academic positions in the areas of employment, affirmative action, benefits, worker's compensation, merit and promotion, salary administration, corrective action conflict management, payroll, and disability management.
  • Leadership and negotiation skills to motivate a strong interactive team approach among staff; to model an effective and appropriate professional approach and to facilitate conflict resolution related to personnel and business.
  • Knowledge of federal and/or private grant budgeting, financial reporting and policies regarding use of grant funds.
  • Demonstrated ability to facilitate groups dealing with complex, difficult, and or sensitive topics. Ability to think creatively and apply innovative concepts to problem resolution. Willingness to develop skills to promote professional growth.
