Position Overview

The Campus and the University System:Eastern New Mexico University-Roswell (ENMU-Roswell) is a branch community college of the Eastern New Mexico University System. The campus is a Hispanic Serving Institution and has a diverse student population reflective of the community it serves.

Salary Range - $145,000 to $155,000

Reports to:The Vice President of Business Affairs reports to the President of ENMU-Roswell and collaborates with the ENMU System Chief Financial Officer to ensure campus fiscal processes are completed in a timely manner.

Purpose and Scope:The Vice President is responsible for overseeing the business operations of the ENMU-Roswell campus. The successful candidate will be able to clearly articulate a strategic vision for areas that report to the position. A demonstrated ability to work collegially and collaboratively across the institution and within the ENMU System is essential for success in this leadership role.This positionprovidesday-to-dayleadership for campus business functionswhich includes the business office, budget, purchasing, risk management, physical plant, information technology, institutional research, auxiliary services (e.g., food services, child development center, bookstore, swimming pool), and fiscal aspects of capital projects and contracted services.

SpecificDescription:The Vice President serves as ENMU-Roswell's senior business and operations professional, working closely with the campus and system leadership on significant planning, policy, governmental matters, and decision-making actions related to the business and operations of the campus. This position has a primary role in interpreting and analyzing complex information and data, including information from the Federal Department of Education, New Mexico State Departments, Chaves County, and the cities in the campus's geographic area of responsibility. The Vice President oversees the development of the budget and provides financial information to the campus community in a clear and informative manner. As a member of the campus's senior leadership team, the Vice President is responsible for conceptualizing, developing, recommending, and implementing the college's strategic plan as it relates to business operations. This role collaborates with other senior leaders regarding campus business functions and strategic initiatives. This position is also responsible for implementing the campus facility master plan.

Duties and Responsibilities: Typical duties include, but are not limited to, the following:

  • Assists in developing the college's strategic plan and implementing its priorities and goals
  • Interacts with senior leaders to develop and implement the facility master plan
  • Supervises assigned functional areas
  • Manages continuous operations, evaluation and improvement of assigned functional units
  • Oversees fiscal aspects of capital projects (i.e., planning, approvals, construction, and renovation)
  • Collaborates with senior leaders regarding campus and system operations
  • Oversees contracts and contractual relationships
  • Coordinates budget development, presentation, and management of all funds
  • Coordinates all business operations and purchasing in alignment with ENMU System processes
  • Collaborates with internal and external auditors
  • Interacts with relevant government branches and agencies
  • Directs and assesses allocations of financial resources to accomplish college strategic goals
  • Recommends strategies to ensure campus stability
  • Develops and maintains appropriate internal controls, budgetary controls, and business policies to ensure compliance with federal, state, local regulations, and ENMU System policies
  • Ensures Generally Accepted Accounting Principles are followed
  • Ensures internal and external audit requirements are met in alignment with ENMU System
  • Actively supports shared governance and interacts with various campus groups
  • Assures articulation between financial planning goals and all campus units
  • Oversees campus grant fiscal matters to ensure fiscal and periodic reporting requirements are completed in a timely manner
  • Represents the college on internal and external committees
  • Formulates compliance and reporting strategies in accordance with relevant educational and financial laws, legislation, policies, regulations, and procedures
  • Assists department heads with monthly monitoring and adjustment of their respective budgets through the Banner System
  • Advises administration, Community College Board Members, and the Board of Regents on financial matters in conjunction with the system Chief Financial Officer
  • Attends and represents the campus at internal and external meetings
  • Guarantees compliance with ongoing disclosure requirements and bond covenants
  • Works directly with legal counsel on matters related to contracts, claims, lawsuits and other requests made by the President or Chancellor
  • Ensures actuarial studies are completed as required and develops plan for funding post-employment benefit liabilities
  • Performs other related duties as assigned

Requirements

Minimum Job Requirements:

  • A minimum of a master's degree in accounting, business administration, finance, or a closely related field from a regionally accredited institution of higher learning
  • Experience managing large budgets of $40 million or more
  • Five years of related professional experience
  • Three years of progressive supervisory experience in an area relevant to the departments overseen by this position
  • Experience in overseeing capital projects and infrastructure bond programs
Preferred:
  • Seven years of professional management experience in higher education
  • Experience in:
    • working with state and federal agencies
    • managing state and federal funds
    • overseeing state, federal, and third-party grants
  • Knowledge of NM Higher Education department policies and practices
  • Understand student enrollment trends and demographic statistics of the community, as well as trends in academic, vocational, adult and continuous education

Working Conditions

  • Work is sedentary in nature that at times requires exerting up to 25 pounds of force occasionally and/or 10 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
  • Work is performed during normal work hours, with some evenings and weekends to meet deadlines and attend meetings.
