Position Summary Geost seeks an enthusiastic and highly capable multi-disciplined Facility Security Officer (FSO)/Contractor Program Security Officer (CPSO) with experience working in a classified environment to join our growing security team. The FSO/CPSO will oversee all aspects of the company's industrial and program security programs in compliance with the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and other applicable government regulations. This individual will serve as the primary point of contact for all security-related matters, supporting multiple classified programs, and ensuring protection of classified information and personnel. This role will work closely with the team on day-to-day implementation of all security and compliance measures, with an emphasis on reviewing and maintaining relevant documentation and information processing. The ideal candidate will be managing all security aspects of our Chantilly, VA location, reporting to the Director of Security. This position is responsible for supporting and enacting all corporate policies including the protection of intellectual property. This is a multi-faceted senior role for which the ideal candidate will possess a Subject Matter Expert (SME) level of comprehensive knowledge in the discipline of Industrial Security (Experienced FSO & CPSO). The FSO/CPSO will be responsible for developing, strategizing, and managing internal security program policies and procedures in accordance with DoD security policies to include NISPOM, JSIG, and DoDM 5205.07v1-4 as well as Intelligence Community Directives (ICDs). This position is responsible for supporting all security related issues for the company. Duties and Responsibilities
- As the Facility Security Officer (FSO):
- Serve as the primary interface with the Defense Counterintelligence and Security Agency (DCSA) and other government agencies.
- Maintain compliance with the NISPOM (i.e. physical security, information security, and personnel security).
- Manage the organization's FCL (Facility Clearance Level) and oversee annual self-inspections, incident reporting, and security education programs.
- Conduct background investigations and manage personnel security clearances via DISS, NISS, and e-QIP.
- Oversee classified meeting support, visit requests, and secure communications processes.
- As the Contractor Program Security Officer (CPSO):
- Implement and manage program-level security requirements as outlined in DD254s, Program Security Guides, and ICD 703/705.
- Coordinate with government Program Security Officers (PSOs) to ensure compliance across all special access programs (SAPs) and SCI activities.
- Administer access control processes, badging, and classified document control in accordance with contractual requirements.
- Ensure timely submission of Program Access Requests (PARs) and indoctrinations/debriefings.
- Lead and/or support program-level audits, inspections, and assessments by government customers.
- Other responsibilities include:
- Complete investigations of non-compliance issues and review all security violations.
- Ensure pre- & post-travel security documentation is accomplished as required.
- Assist with initial security clearance briefings, debriefings, and security-centric education.
- Develop, review, format, and maintain required security documents (i.e. CONOPs, SSPs, and SOPs).
- Assist the local Security Manager in administering all security procedures as they relate to classified operations, including personnel processing, marking and control of materials, security education, visitor control, and destruction of classified materials.
- Interface professionally with company management, Government and other business customers, subcontractors, and other visitors.
- Escort visitors as needed.
- Participate as a valued team member in our Insider Threat Program Working Group.
- Ability to support on-site work, as needed.
- Ability to support travel or off-site work, as needed.
- Perform other duties as assigned.
Required Qualifications
- Bachelor's degree and a minimum of four years of relevant experience. Alternatively, an associate's degree and a minimum of eight years of relevant experience or master's degree and a minimum of two years of relevant experience.
- Active Top-Secret clearance with current in-scope eligibility and SSBI date.
- Willingness to take a customer polygraph if requested.
- CDSE FSO Program Management for Possessing Facilities certification.
- In-depth working knowledge of NISPOM security requirements and various DCSA Information Systems (JPAS, NISS and DISS at minimum).
- Knowledge of ITP planning to include CI incident response strategy implementation.
- Experience serving on an Insider Threat Working Group and working closely with SMO and other ITP stakeholders to develop and maintain Insider Threat compliance at the site level.
- Experience with implementing and enforcing complete central management in access control systems such as SIMS.
- Experience leading or managing Security Vulnerability Assessments resulting in a commendable or superior rating category.
- Experience with developing security response statements for security-related RFP sections.
- Proficient experience with Microsoft Office suite.
Preferred Qualifications
- An in-scope FS or CI poly.
- Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment.
- Knowledge of IC security administration Security Fundamentals Professional Certification (SFPC).
- Industrial Security Professional (ISP) certification.
