Responsibilities

We're seeking a dynamic Software Engineer to lead agile software development and spearhead the design, delivery, and strategic execution of high-impact projects throughout various customer driven initiatives for the Naval Research Lab (NRL). You'll manage and guide end-to-end development lifecycles within interdisciplinary teams while driving transformational change and championing agile practices across the organization.

Key Responsibilities:

  • Lead the digital and data strategy development and ensure seamless implementation across platforms.
  • Oversee Agile project management activities, including sprint planning, backlog grooming, and retrospectives.
  • Manage end-to-end software development lifecycles (SDLC), ensuring scalable, maintainable solutions.
  • Provide hands-on leadership to cross-disciplinary teams, fostering collaboration between developers, analysts, designers, and stakeholders.
  • Direct project scoping, timeline definition, and resource planning to ensure on-time delivery.
  • Establish and manage project roadmaps, linking internal delivery milestones to end user goals and requirements.
  • Identify and manage project risks and dependencies, maintaining a proactive mitigation approach.
  • Implement and refine requirements management (i.e. through Jira), maintaining traceability and prioritization.
  • Conduct milestone planning, risk analysis, and proactively resolve blockers.
  • Facilitate clear stakeholder communication and executive reporting using performance metrics and insights.
  • Drive systems transformation through innovative practices and technological modernization.

Qualifications

Requirements & Experience

  • BS in Computer Science or Software Engineering or related technical field with minimum 10-12 years' experience; MS 8-10; PhD 5-7
  • Must be able to obtain a minimum US SECRET DOD security clearance
  • Proven ability to lead diverse agile initiatives with measurable project/program impact.
  • Working familiarity with programming languages such as Java, C/C++, Web technologies, APIs, and/or SQL.
  • Strong background in project and/or program management, ideally with PMP, PMI-ACP, or SAFe certifications.
  • Demonstrated experience managing teams through change and transformation, aligning technical delivery with evolving government and end user needs.
  • Exceptional communication skills with a knack for translating complex ideas into clear, actionable insights.

Preferred Qualifications

  • Experience in high-velocity environments and cross-functional teams
  • Exposure to cloud technologies and microservice architecture is a plus
  • Exposure to DOD contracting and the Naval Research Lab (NRL)

Equal Pay Act

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
