About Department 468 - Planning Yard Fleet Support and Systems Engineering

Department 468 - Fleet Support and Systems Engineering provides systems engineering support for in-service VIRGINIA, OHIO, and SEAWOLF Class submarines under the Planning Yard OMNIBUS contract. The mission of the Department is to drive innovation, deliver high-quality technical solutions, and support the organization's strategic goals through engineering excellence. We accomplish this by managing engineering changes and documentation updates including SHIPALTs, TEMPALTs, VIRs, LARs, RLARs, and MCRs, while ensuring ship configuration records remain accurate. We coordinate and issue responses across disciplines for Liaison Action Requests (LARs) and Departure for Specifications (DFSs), support NAVSEA-directed tasking and provide engineering expertise for specialized systems such as Deep Submergence Systems (DSS), Escape and Rescue Systems, Dry Deck Shelters (DDS), and Advanced Seal Delivery Systems (ASDS). We provide on-site support and work directly alongside the Navy shipyards and bases at Norfolk, Portsmouth, Pearl Harbor, and Guam in order to keep our submarines safe, modernized and fully mission-ready through first time quality driven from efficiency and innovation.

Role Overview

Within this group, the Availability Support Group (ASG) fulfills a key role in providing this support to multiple US Navy stakeholders during submarine maintenance periods at Naval Shipyards (NSYs) and maintenance facilities. As an Engineer in the Availability Support Group, you will routinely interact with the NSYs, NAVSEA PMS392 and PMS450, the submarine maintenance community, and EB engineering and design personnel to help champion effective configuration management and quality assurance of drawings and technical variance documentation (TVD) applicable to commissioned submarines. This position may require occasional travel to Portsmouth Naval Shipyard (ME), Norfolk Naval Shipyard (VA), Washington Engineering Office (DC) and other customer locations.

Key Responsibilities

    Become closely involved in ongoing drawing issues using your own initiative and management skills.
  • Develop agendas, lead internal and external meetings
  • Develop meeting minutes
  • Execute action plans utilizing teams of engineers, designers, and technical support personnel.
  • Assist in the resolution of ongoing/emergent issues using independent judgement and vision for new processes and products.

A solid understanding of drawing, Engineering Report, and Auto-Revision processes, TVD documentation, and Engineering Configuration Management requirements is necessary to be successful in this role. Qualifications

Required

  • Bachelor's degree in Engineering or equivalent technical degree
  • Active DoD Security Clearance or ability to be granted a DoD Security Clearance
  • 5 +years of experience related to US Navy vessel design, engineering, and/or integration

Preferred

  • Bachelor's degree or higher in Engineering; (i.e., marine, mechanical, structural, or electrical).
  • Proficient with JCALS, MRP II, ELCADD, CITIS, and/or ATIS applications.
  • Knowledge of VIRGINIA, OHIO, and/or SEAWOLF Class design products and processes.
  • Understanding of VA Class Construction, Maintenance, and configuration management.
  • Understanding of submarine maintenance and logistics products (i.e., eLARs, eDFSs, ShipAlts).
  • Demonstrated ability in multi-tasking and technical project management is desirable.
  • Experience with TI development and oversight and EVMS.
  • Familiarity with AWPs, TGIs, material procurement and certification process and procedures.
  • Experience with artificial intelligence and/or machine learning applications.
  • On-site support experience (EWAs, deck plate support, shipyard liaison).


Skills

  • Must be highly motivated and be able to interact with multiple EB engineering and design departments.
  • Must have ability to multi-task and manage technical projects.
  • Must have strong written and verbal communication skills.
  • Must be able to professionally represent EB when interacting with US Navy personnel and industry partners with integrity and commitment to excellence.
  • Ability to read and interpret drawings, specifications, and technical information.
  • Must be able to function both independently and within a team environment, and be able to facilitate internal and external team meetings with self-sufficiency.
  • Proficient in MS Office applications (Word, Excel, PowerPoint).
