We are seeking a Senior Risk Manager to support the Program Management Office for PMA-261, overseeing the H-53 heavy lift helicopter platforms (CH-53E, MH-53E, and CH-53K). The Risk Manager is responsible for developing, implementing, and maintaining the risk management program across all Integrated Product Teams (IPTs), ensuring effective identification, assessment, mitigation, and tracking of technical, schedule, and cost risks.

Duties:



  • Lead the development and execution of the PMA-261 Risk Management Plan in accordance with NAVAIR and DoD policies.
  • Collaborate with program leadership, engineers, logisticians, financial analysts, and IPT leads to identify and manage program risks and opportunities.
  • Facilitate regular Risk Review Boards and coordinate updates to the risk register using appropriate risk management tools (e.g., Active Risk Manager (ARM), Excel, or other NAVY-approved platforms).
  • Ensure risks are clearly documented, scored, and categorized with appropriate mitigation or handling strategies.
  • Track progress of mitigation actions and report status and trends to program leadership.
  • Integrate risk data into program performance reporting, including milestone reviews, acquisition strategies, and Program Objective Memorandum (POM) submissions.
  • Provide briefings and status updates to senior PMA-261 leadership, including the Program Manager, Deputy Program Manager, and OPNAV stakeholders.
  • Maintain alignment with NAVAIR risk management guidance and provide training/support to IPTs on risk processes and tools.
  • Monitor interface risks between government and contractors, and between CH-53 variants and other related systems.


Required Education:



  • May require a master's degree and/or Ph.D.; at least 12 years of experience in the field or in a related area.



Preferred Qualifications:



  • DAWIA Certification in Program Management (Level II or III).
  • PMP or PMI-RMP certification.
  • Experience supporting heavy lift aviation or rotary wing acquisition programs.
  • Familiarity with Earned Value Management (EVM) and how risk impacts program cost/schedule metrics.
  • 5+ years of experience in risk management within DoD acquisition programs (NAVAIR experience preferred).
  • Knowledge of DoD 5000.02, NAVINST 5000.42, and related acquisition guidance.
  • Knowledge of DoD 5000.02, NAVINST 5000.42, and related acquisition guidance.
  • Proficiency with risk management tools (e.g., ARM, Excel-based risk matrices).
  • Experience facilitating meetings and presenting to senior leadership.
  • Strong analytical, organizational, and communication skills.


Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40-$148,678.44 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
