THE POSITION

The Bureau of Motor Vehicles is hiring a Motor Vehicle Programs Supervisor 3 that provides the leadership and management abilities necessary to communicate and carry out the direction of PennDOT, Driver and Vehicle Services, and the Bureau of Motor Vehicles to the staff and partners of the Vehicle Inspection Division. DESCRIPTION OF WORK

In this position, you will act as the Section Manager for the Administrative and Emissions Technical Support Section within the Vehicle Inspection Division, overseeing the Department's Vehicle Emissions Inspection Program. Your responsibilities will include managing the procurement and distribution of inspection stickers for both safety and emissions programs, as well as handling contract management and research support functions. You will ensure that Pennsylvania's Vehicle Emission Inspection Program remains compliant with federal regulations and aligns with the Commonwealth's State Implementation Plan. Additionally, you will oversee the operation of the inspection and maintenance (I/M) program, including updates to equipment specifications and management of the program contractor. Your role will also involve monitoring the configuration of Pennsylvania's vehicle fleet to maintain the program's effectiveness, managing the statewide distribution of inspection stickers to authorized inspection stations, and ensuring the security of these stickers throughout the delivery and issuance process by restricting access to authorized personnel only. Furthermore, you will implement systems to prevent unauthorized access and monitor delivery processes to detect and prevent fraud or theft.

Work Schedule and Additional Information:

  • Full-time employment, 75 hours bi-weekly
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Travel and overtime required as needed
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Four years of experience in progressively responsible and varied line management or administrative staff work in a public or private organization, including two years with a state motor vehicles program, an automobile service organization, motor vehicle manufacturer, or other comparable organization associated with the automobile industry which provided experience in the application and interpretation of state motor vehicle laws; and such training as may have been gained from graduation from a four-year college or university; or
  • Any equivalent combination of experience and training.
