New York City Department of Transportation seeks a qualified candidate to serve as the Assistant Director in the Capital Planning and Initiation (CPI) Unit within the division of Budget and Capital Program Management. The primary roles of the Capital Planning and Initiation Unit include planning and scoping new streets capital projects to be designed and built by the Department of Design & Construction, as well as coordinating the agency's $4.6 billion 10 year streets capital plan with other ongoing projects and plans across New York City.

The Assistant Directors will assist the Director in managing a staff of planners and engineers, coordinating projects across the city. They will also assist the Director in planning for CPM's long-term strategic commitments, including the Streets Plan, Green Wave, and other Vision Zero initiatives. They will play a key role in preparing capital plans and new funding needs, preparing briefings for City Council hearings and improving project management tools for CPM. They will participate in studies led by DOT, City Planning or other agencies, coordinating with TPM, Borough Commissioners, and others, tracking projects and milestones, and providing guidance to CPI staff. As a senior member of the team, the Assistant Directors will provide guidance on best practices, strategic agency initiatives, and project delivery for incoming and current staff members. They will directly supervise the unit's staff, managing their workload and tracking projects and milestones.

**IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF CITY PLANNER, OR REACHABLE ON THE CURRENT EXAM LIST FOR CITY PLANNER, OR ELIGIBLE UNDER THE 55A PROGRAM.**

CITY PLANNER - 22122

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to "1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Preferred Skills

The ideal candidate for this position will have familiarity with the City of New York's capital budgeting and planning process, as well as the Department of Transportation's Strategic Plan and other long-term objectives. Detail oriented and possess a commitment to ensuring both traffic safety, good asset management, resiliency, and sustainability on city streets. Familiarity with ArcGIS, AutoCAD, and Microsoft Office is necessary. Excellent writing and strong organizational skills

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
