Overview

CAES by Honeywell is searching for an experienced US Government Compliance Accounting Director to join our Corporate office. This position is responsible for complete US Government (USG) Compliance oversight by providing practical, solution oriented guidance on auditing and validating the company's accounting and cost estimating compliance activities as it relates to aspects of USG compliance.

The main focus will be on compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS), Cost Accounting Standards (CAS) and Indirect Rates and Indirect Rate Structure and Incurred Cost Submissions, with emphasis on Indirect Rates. This includes conducting validation audits of the relevant accounting and cost estimating systems as well as administering/tracking internal corrective action requests (CARs) when deficiencies are identified. This role can sit in either Lansdale PA, Phoenix AZ, San Diego, CA, or San Jose, CA.


Responsibilities

Key Responsibilities:

  • Lead and Manage the Government Accounting Work Streams.
  • Lead the organization responsible for Federal Acquisition Regulations (FAR), FAR Supplements, USG contracts, and Cost Accounting Standards (CAS) as applied to FPRPs (forward pricing rate proposals), RMRs (rate monitoring reports), ICS (incurred cost submissions), Disclosure Statements, Cost Accounting Changes and Cost Impacts.
  • Ensure government submissions are submitted accurately, on time, and error free.
  • Lead Liaison between Government Accounting and Finance Functions.
  • Drives synergy and cohesiveness between Government Accounting and site level finance leadership and management teams.
  • USG Liaison & Support requests/audits.
  • Relationship building/leadership interaction with HON Team Leaders and their Management in DCAA (Defense Contract Audit Agency) and DCMA (Defense Contract Management Agency).
  • Develops and maintains documentation that supports Government Accounting Audit & Proposal Support Team as required.
  • Provide expertise and business partnership as a subject matter expert in government accounting.
  • Help coach HON contracts, C&PS, Finance or other functional groups on what is needed/can be provided in support of audits.
  • Support Aerospace Government Compliance COE.
  • Support training initiative to ensure Aerospace Employees are appropriately trained to execute government contracts.

Qualifications

Minimum:

  • Bachelor's in Finance, Accounting or Business with an emphasis in Accounting or Finance.
  • 10+ years of overall finance experience.
  • 10+ years of expertise in Federal Acquisition Regulations (FAR), FAR Supplements, USG contracts, and Cost Accounting Standards (CAS) as applied to forward pricing.
  • 5+ years of audit experience or exposure.
  • 5+ years of experience in cost accounting.
  • Ability to obtain and maintain US Government Security Clearance.

Preferred:

  • CPA/CMA or MBA.
  • Ability to design, develop, and launch analytical and reporting tools.
  • Sound business judgement and strong problem-solving skills.
  • Superior communications skills (both oral and written).
  • Expertise in cost accounting and understanding HON cost flow/structure and supply chain.
  • Expertise in cost flows within the government accounting model including memo entries.
  • Ability to build relationships (internal and USG customers).

Salary Range: $189,038-$231,046 annually (San Diego). Employees may be eligible for a discretionary bonus in addition to base pay. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate.
