Director of Business Development Operations
We are seeking a strategic and results-driven Director of Business Development Operations to support our federal growth strategy across Civilian, DoD, Law Enforcement and Intelligence markets. This leader will play a critical role in optimizing the business development lifecycle, driving prospecting, identification and qualification to better support capture and proposal readiness, managing pipeline health, and supporting executive decision-making through data-driven insights. The ideal candidate brings a deep understanding of the government contracting landscape and experience in research, data analytics and forecasting in support of the overarching BD operations in a fast-paced, matrixed organization.

Responsibilities

Business Development Operations & Enablement

  • Lead the development, implementation, and refinement of data analytics, data collection and forecasting. Enhance BD processes, tools, and performance metrics to support the entire opportunity lifecycle (identification to award).
  • Oversee pipeline development for the identification and qualification of viable prime and subcontractor opportunities. management and reporting, ensuring accuracy, visibility, and alignment with strategic growth targets.
  • Conjointly develop BD governance routines, including gate reviews, opportunity health assessments, and executive capture updates.
  • Champion the use Salesforce (to drive BD team efficiency and accountability.
  • Partner with Business Unit Leaders, Capture Managers and Solution Architects to ensure readiness for key bids and compliance with gate reviews.
  • Track proposal development workflows and help prioritize resource allocation for high-value pursuits.
  • Ensure lessons learned and debriefs are integrated into future pursuits and proposal processes.
  • Coordinate inputs for growth forecasts, opportunity prioritization, and strategic planning reviews.

Minimum Requirements:

  • Bachelor's degree in Business, Government, or related field.
  • 8-12 years of progressive experience in BD operations or capture support in a federal contracting environment.
  • Deep understanding of the federal acquisition process (FAR/DFARS) and procurement lifecycles.
  • Proficient in Salesforce pipeline analytics, and opportunity tracking (e.g., GovWin, SAM.gov).
  • Demonstrated success driving operational excellence in business development functions.
  • Strong organizational, analytical, and communication skills.

Preferred Qualifications:

  • Experience supporting BD efforts across multiple contract types (IDIQ, GWACs, MACs).
  • Knowledge of Shipley or other industry-standard capture/proposal methodologies.
  • Familiarity with small business subcontracting strategies, teaming agreements, and compliance requirements.
